What Does the Fiscal Cliff Mean for You?

The fiscal cliff. It?s the most boring political story of the year. It has none of the human drama of an election campaign. None of the white-knuckle terror of a financial system calamity. Just a lot of endless, tedious negotiations leading up to the inevitable deal. Except here we are?Dec. 31, 2012, and there?s no deal in place. We?re going to go ?over the cliff.? Probably not forever. Probably some deal will pull us partially back in January. But for a little while at least, we?ll be cliffed. You may be sitting around on a Monday thinking about tonight?s party and mildly regretting having skipped past all of the past two months? worth of fiscal cliff stories. It?s all about to happen, but you have no idea what it means. In particular, what does going over the cliff mean for you? Well, that all depends on who you are. Fortunately, I?m here to help you figure it out.

Are you a low-income, retired person who relies overwhelmingly on Social Security benefits for money? If so, you just hit the fiscal cliff jackpot. You don?t pay any taxes, so your taxes won?t go up. And Social Security cuts aren?t part of the cliff. In fact, quite the opposite. Virtually all the deals that have been in play in Congress this month involve averting the fiscal cliff in part by cutting Social Security by changing the cost-of-living adjustment formula. If you?re smart, you should hope there?s never a deal.

Do you supplement your labor, pension, or Social Security income with dividend income? To the extent that you do, you?re totally screwed. Taxes are set to go up across the board, but the scheduled rate increases on dividend income are much higher than the rest. Kindly firms like Slate?s parent company have been dealing with this by paying big ?special? dividends in December to disgorge corporate cash in today?s low-tax climate rather than waiting for what may be a rough 2013.

Do you build wind turbines? Bad news. The production tax credit on which your industry depends is going away, and work may all but vanish for a while.

Are you a full-time student with no job? You?re in the clear. The perfect example of someone unaffected by the cliff. Unless, that is, the cliff hits your parents in the pocketbook so hard that they cut you off and you have to go get a job.

Have you been collecting Unemployment Insurance for more than 26 weeks? You?re out of luck. The federal program providing funding for extended UI coverage is expiring. And you?re the opposite of the Social Security moocher. Reduced Social Security benefits was a concession the White House was clearly willing to make to get a deal, but securing funding for extended UI was a key thing the administration was looking for. In the new baseline, there?s a decent chance UI will end up being lost in the shuffle as future negotiations focus on tax issues.

Do you have a job? Get ready to pay higher taxes. If you have an Adjusted Gross Income of less than $250,000, the odds are overwhelming that Congress and the White House will soon work out a deal to put your tax rates back down again. But even so, the payroll tax holiday is expiring and won?t be coming back. That money?s going to be taken right off the top of your paycheck.

Are you self-employed? Same deal, but this time the money won?t be taken off the top, so you need to remember to calculate for the need to pay higher taxes in April as your money comes in.

Do you directly or indirectly work for the government? If so, you?re set to be hit by the sequestration provisions of the Budget Control Act of 2011. That means about $1.2 trillion in cuts over the next 10 years, divided about equally between defense and non-defense provisions. Social Security benefits and most assistance to the poor are exempt, but that means big cuts to the rest. Federal civilian employees, manufacturers of military equipment, Medicare providers, and other government contractors will be hit hard. So will lots of service providers in the D.C. metropolitan area whose incomes depend indirectly on federal funding streams.

This is basically bad news all around. But note that it?s especially bad news for rich people and people living in the Washington, D.C., area. You?ll probably have noticed that high-income individuals living in the D.C. area have disproportionate influence over the political press, which is one reason there?s been so much fiscal-cliff hype. A deal to at least relieve the middle-class tax aspect of the cliff will probably pass in January when the new baseline lets everyone call the deal a ?tax cut? and undo much of the harm to the non-rich.

Jim Miller gets bloody UFC 155 win over Joe Lauzon

UFC 155 was headed towards becoming one of the least memorable UFC pay-per-view cards in recent history until Joe Lauzon and Jim Miller stepped in the cage. The lightweights delivered a late Fight of the Year candidate as Miller won 29-28 on all three judges cards.

Miller opened up the fight with a bevy of punches, and opened a cut on Lauzon's face early. Lauzon's wooziness allowed Miller to lock a standing arm triangle. Lauzon was able to slip out of the choke, but when he emerged, his face was covered in blood.

Though Miller managed better attacks and wasn't bleeding as badly as Lauzon, he still found himself in trouble late in the third round. Lauzon dove onto Miller's legs, and attempted a leg lock submission. If there wasn't so much blood covering their bodies and the canvas, Lauzon might have pulled out the win.

Miller was impressed by Lauzon's toughness.

?Joe Lauzon is a tough kid. I knew I was going to have to bring my best effort to put him away and I was never able to," Miller said after the fight. "That?s how good he is on the ground. And even in the last minute, look what he was trying to do to win the fight."

Small-scale solar's big potential goes untapped

NIPTON, Calif. ? Gerald Freeman unlocks the gate to the small power plant and goes inside. Three rows of solar collectors, elevated on troughs that track the sun's arc like sunflowers, afford a glimpse of California's possible energy future.

This facility and a smaller version across the road produce some 70 kilowatts of electricity, about 80% of the power required by Nipton's 60 residents, its general store and motel.

Freeman, a Caltech-trained geologist and one-time gold mine owner, understood when he bought this former ghost town near the Nevada border that being off the grid didn't have to mean going without power.

He contracted with a Bay Area company to install solar arrays on two plots of land. The town has a 20-year agreement to buy its power at a below-market rate.

Projects like these make do with scant financing opportunities and little support from the federal government.

The Obama administration's solar-power initiative has fast-tracked large-scale plants, fueled by low-interest, government-guaranteed loans that cover up to 80% of construction costs. In all, the federal government has paid out more than $16 billion for renewable-energy projects.

Those large-scale projects are financially efficient for developers, but their size creates transmission inefficiencies and higher costs for ratepayers.

Smaller alternatives, from rooftop solar to small- and medium-sized plants, can do the opposite.

Collectively, modest-sized projects could provide an enormous electricity boost ? and do so for less cost to consumers and less environmental damage to the desert areas where most are located, say advocates of small-scale solar power.

Recent studies project that California could derive a substantial percentage of its energy needs from rooftop solar installations, whether on suburban homes or city roofs or atop big-box stores.

Janine Blaeloch, director of the nonprofit Western Lands Project, said smaller plants were never on the table when the federal solar policy was conceived early in President Obama's first term.

Utilities and solar developers wanted big plants, so that's what's sprouting in Western deserts, she said.

"There was a pivot point when they could have gone to the less-damaging alternative," Blaeloch said, referring to both federal officials and environmental groups that have supported large-scale solar projects.

"There's no question that it was a matter of choice, and it was the wrong choice."

Built in far-flung locations where there is plenty of open land, large-scale plants require utilities to put up extensive transmission lines to connect to the grid.

Utilities charge ratepayers for every dollar spent building transmission lines, for which the state of California guarantees utilities an annual return of 11% for 40 years.

By comparison, small-scale plants can be built near population centers and provide power directly to consumers, reducing the demand for electricity from the grid.

Rooftop solar goes one step further.

It not only cuts demand from the grid, but also can allow homeowners and businesses to sell back excess power.

(AP) ? In the private hell of a mother's grief, the sounds come back to Judy Neiman. The SUV door slamming. The slight bump as she backed up in the bank parking lot. The emergency room doctor's sobs as he said her 9-year-old daughter Sydnee, who previously had survived four open heart surgeries, would not make it this time.

Her own cries of: How could I have missed seeing her?

The 53-year-old woman has sentenced herself to go on living in the awful stillness of her West Richland, Wash., home, where she makes a plea for what she wants since she can't have Sydnee back: More steps taken by the government and automakers to help prevent parents from accidentally killing their children, as she did a year ago this month.

"They have to do something, because I've read about it happening to other people. I read about it and I said, 'I would die if it happens to me,'" Neiman says. "Then it did happen to me."

There is, in fact, a law in place that calls for new manufacturing requirements to improve the visibility behind passenger vehicles to help prevent such fatal backing crashes, which the government estimates kill some 228 people every year ? 110 of them children age 10 and under ? and injures another 17,000.

Congress passed the measure with strong bipartisan backing, and Republican President George W. Bush signed it in 2008.

But almost five years later, the standards have yet to be mandated because of delays by the U.S. Department of Transportation, which faced a Feb. 28, 2011, deadline to issue the new guidelines for car manufacturers. Transportation Secretary Ray LaHood has pushed back that deadline three times ? promising this past February that the rules would be issued by the end of 2012.

With still no action, safety advocates and anguished parents such as Neiman are asking: What's taking so long to remedy a problem recognized by government regulators and automakers for decades now?

"In a way, it's a death sentence, and for no good reason," said former Public Citizen president Joan Claybrook, who once directed the federal agency responsible for developing the rules.

The proposed regulations call for expanding the field of view for cars, vans, SUVs and pickup trucks so that drivers can see directly behind their vehicles when in reverse ? requiring, in most cases, rearview cameras and video displays as standard equipment.

The National Highway Traffic Safety Administration, charged with completing the new standards, declined requests to discuss the delays. Spokeswoman Karen Aldana said the agency would not comment while the rulemaking process was ongoing but was on track to meet LaHood's latest cutoff date. In a letter to lawmakers in February, LaHood said his agency needed more time for "research and data analysis" to "ensure that the final rule is appropriate and the underlying analysis is robust."

Others insist the issue is money, and reluctance to put any additional financial burdens on an industry crippled by the economic crisis. Development of the new safety standards came even as the Obama administration was pumping billions of dollars into the industry as part of its bailout package.

"They don't want to look at anything that will cost more money for the automobile industry," said Packy Campbell, a former Republican state lawmaker from New Hampshire who lobbied for the law.

NHTSA has estimated that making rear cameras standard on every car would add $58 to $88 to the price of vehicles already equipped with dashboard display screens and $159 to $203 for those without them.

The Alliance of Automobile Manufacturers, a lobbying group that represents automakers, puts the total cost to the industry at about $2 billion a year. The organization endorsed the 2008 law after a series of compromises. But last December, eight days after Sydnee Neiman's death, its leader met with White House budget officials to propose a less expensive alternative: reserving cameras for vehicles with extra-large blind zones and outfitting the rest with curved, wide-angle exterior mirrors.

The alliance declined comment, but earlier this year the group's vice president, Gloria Bergquist, told The Associated Press that it urged the government to explore more options as a way to reduce the costs passed on to consumers.

"There are a variety of tools that could be used," she said, adding that automakers also were concerned that the cumulative effect of federal safety regulations is driving up the average price of a new car, now about $25,000.

Industry analysts also question whether cameras are needed on smaller, entry-level class cars with better rearview visibility.

"It may just be a couple hundred dollars, but it can grow pretty significantly if you are talking about ... an inexpensive car that was not originally conceived to have all these electronics and was only going to have a simple car stereo," said Roger Lanctot, an automotive technology specialist.

Before the delays, all new passenger vehicles were to carry cameras and video displays by September 2014. The industry has now asked for two more years after the final rules are published to reach full compliance.

Despite its resistance, the industry on its own has been installing rearview cameras, a feature first popularized two decades ago in Japan and standard on nearly 70 percent of new cars produced there this year. In the United States, 44 percent of 2012 models came with rear cameras standard, and 27 percent had them as options, according to the automotive research firm Edmunds.

Nine in 10 new cars had console screens available, according to market research firm iSuppli, which would put the price of adding a camera on the low end of the NHTSA's estimates.

These backing crashes are hardly a new phenomenon. Emergency room doctors, the National Centers for Disease Control and Prevention and the NHTSA have produced dozens of papers on the problem since the 1980s.

Researchers at the University of California, Irvine, started looking into the issue in the 1990s after noticing toddlers showing up in hospital databases of injured child pedestrians. They found that many of those children had been killed or hurt by vehicles backing out of home driveways.

In 1993, the NHTSA sponsored several studies that noted the disproportionate effect of backup accidents on child victims. One report explored sensors and cameras as possible solutions, noting the accidents "involve slow closing speeds and, thus, may be preventable." Still another 1993 report estimated that 100 to 200 pedestrians are killed each year from backing crashes, most of them children.

Three years later, Dee Norton, a reporter at The Seattle Times, petitioned the NHTSA to require improved mirrors on smaller commercial trucks and vans after his 3-year-old grandson was killed by a diaper delivery truck that backed over him.

The NHTSA started looking into technology as a solution, but in one proposal ? issued in November 2000 ? it noted that sensors, cameras and monitors were still expensive and promised to later reevaluate the feasibility of such emerging technologies.

Adding to the scrutiny was the advocacy work of a child safety group called KidsandCars.org, which in 2002 started trying to persuade federal regulators to take on the problem. After the groups' president, Janette Fennell, brought the issue to the attention of Consumer Reports, the magazine started measuring "blind zones" to determine how far away a toddler-sized traffic cone had to be before a driver looking though the rear window, rearview mirror and side mirrors could see it.

The research found an overall trend of worsening rear visibility ? due in part to designs favoring small windows and high trunk lines, said Tom Mutchler, the magazine's automotive engineer.

"Cameras are basically the only technology that is going to let you see something right behind the bumper," he said.

With a growing body of research, better statistics and inaction by regulators, advocates such as KidsandCars.org's Fennell and Sally Greenberg, then with Consumers Union, turned to Congress for a solution.

In 2003, U.S. Rep. Peter King, R-New York, introduced the Cameron Gulbransen Kids and Cars Safety Act, named for a 2-year-old Long Island boy whose pediatrician father backed over him in their driveway. Five years later, it finally became law.

While no one doubts that cameras could help reduce deaths, they aren't regarded as a perfect solution either.

One recent study by a researcher at Oregon State University found that only one in five drivers used a rearview camera when it was available, but 88 percent of those who did avoided striking a child-sized decoy.

In its proposed rule, the NHTSA estimated that rearview video systems could substantially reduce fatal backing crashes ? by at least 95 a year ? and result in at least 7,000 fewer injuries.

Judy Neiman's 2006 Cadillac Escalade didn't have any cameras installed. They weren't added as an optional package until the following model year. Instead, her vehicle was equipped with a "rear parking assist system" ? bumper sensors, an alarm and lights that are supposed to go off within 5 feet of objects or people.

Neither Neiman nor the 10-year-old neighbor boy who had accompanied her and her daughter to the bank on Dec. 8, 2011, would recall hearing any alert, according to a police report.

Sydnee was carrying her purple plastic piggy bank and account book, so she could deposit $5 from her weekly allowance. After the transaction, Neiman slid behind the wheel and waited for the children. She heard the door slam, then saw the boy sitting on the right side of the back seat as she put the car into reverse.

She figured Sydnee was seated behind the driver's seat. Instead, the boy had gotten in first, telling Sydnee to go around and get in from the left side. He would later tell a police investigator that the girl had dropped her piggy bank on her way around the SUV.

Even if she were upright, at 4 feet, 3 inches tall, Sydnee would have been practically invisible through the rear window, the bottom edge of which was a few inches taller than she was.

As the first anniversary of her daughter's death passed, Neiman hoped that sharing her story might spare other parents from enduring the pain she feels every day.

She tortures herself by replaying a conversation she had with Sydnee the summer before she died. Her daughter always had taken her heart condition, a congenital defect, in stride. She never complained or showed fear, despite her many surgeries.

Then one night Sydnee started crying, and she wouldn't tell her mother what was troubling her until the next morning.

"She said, 'I don't want to die, Mom,' and when she died, that's all I could think about. She didn't want to die," Neiman says. "She survived four open heart surgeries. If God had taken her at that time, I could accept it. But who could take her with her being hit by my car? And my hitting her?"

MOSCOW -- Several protesters were detained Wednesday morning outside the upper chamber of Russia's parliament as it prepared to vote on a controversial measure banning Americans from adopting Russian children.

The bill was endorsed by the lower house last week and would be sent to President Vladimir Putin to sign if the Federation Council votes for it on Wednesday.

It is one part of a larger measure by angry lawmakers retaliating against a recently signed U.S. law that calls for sanctions against Russians deemed to be human rights violators.?The law is primarily intended to end Cold War-era trade restrictions and was hailed by U.S. businesses worried about falling behind in the race to win shares of Russia's more open market, but its human rights part has outraged Putin's government.

Dubbed the Magnitsky act, the U.S. legislation is named for Russian lawyer Sergei Magnitsky, who was arrested by officials he accused of a $230-million tax fraud. He?was repeatedly denied medical treatment and in 2009 died after almost a year in jail after being severely beaten by guards.

Opportunity denied
Some top government officials, including the foreign minister, have spoken flatly against the Russian bill, arguing that the measure would be in violation with Russia's constitution and international obligations.

Several people with posters protesting the bill were detained outside the Federation Council Wednesday morning.

The vote is expected in early afternoon.

Critics of the bill say it victimizes orphans by depriving them of an opportunity to escape often-dismal Russian orphanages.

Americans may lose right to adopt Russian kids

There are about 740,000 children without parental custody in Russia, according to UNICEF. More than 60,000 Russian children have been adopted in the United States in the past 20 years.

The bill is named in honor of Dima Yakovlev, a Russian toddler who was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours.

The father was found not guilty of involuntary manslaughter. Russian lawmakers argue that by banning adoptions to the U.S. they would be protecting children and encouraging adoptions inside Russia.

Russian children?s rights ombudsman Pavel Astakhov told the Interfax news agency that 46 children who were about to be adopted by U.S. citizens would stay in Russia ? despite court rulings in some of these cases authorizing the adoptions.

Astakhov also insisted that all adoptions would be halted once the bill is signed by Putin, but a senior lawmaker at the Federation Council insisted it cannot be enacted immediately.

Mikhail Margelov, chairman of the Council's foreign affairs committee, said that a bilateral Russian-U.S. agreement binds Russia to notify of a halt in adoptions 12 months in advance.

Putin hasn't committed to signing the bill but referred to it as a legitimate response to the new U.S. law.

Sweden: Foreigner angered over gray Santa outfit

STOCKHOLM (AP) ? Police in Sweden had to intervene after a foreign visitor to a spa and conference center grew angry because a visiting Santa Claus was wearing a gray instead of red costume.

No one was arrested during the incident in Vallsta, some 300 kilometers (180 miles) north of Stockholm, early Tuesday.

But police said in a brief statement that the foreign guest grew agitated over the Santa outfit and argued with the center's staff. They did not say where the foreigner was from.

Duke still No. 1 in AP poll; Pitt, K-State move in

Duke and Michigan remain the top two teams in The Associated Press' college basketball poll while Syracuse drops from third to ninth after its first loss.

The Blue Devils received all but two of the first-place votes Monday from the 65-member national media panel. Michigan got the others.

Arizona, Louisville and Indiana all moved up one place to third through fifth. Kansas, which won at Ohio State, moved from ninth to sixth. Missouri, which beat Illinois, jumped from 12th to seventh. Cincinnati advanced from 11th to eighth. Syracuse, which lost to Temple, and Ohio State complete the top 10.

Pittsburgh and Kansas State are the newcomers to the poll at 24th and 25th. They replace New Mexico and North Carolina, which dropped out from 16th and 23rd after losses to South Dakota State and Texas.

It?s not the coffee culture of Paris that I was enchanted by, it?s the cafe culture. And they are two different things.

I leaned heavily on David Lebovitz and his blog to guide me through Paris. After all, he was the pastry chef at Chez Panisse in Berkeley. In my book, that?s a pretty good indication that we would see eye-to-eye on what it means for food to be good.

Anyhow, he had a list of places to go in Paris to actually get good coffee. I got to swing by two of them, and they were a pleasure. David also warned about the state of coffee around much of Paris. Like Manhattan, despite the presence of some truly great places, there?s a lot of thin and bitter swill.

But the cafes of Paris themselves are utterly charming. These are different from the coffee shops. Yes, you can get coffee in one of these cafes, but that doesn?t seem to be the point. And I think it?s telling that they are more omnipresent there than fast food restaurants are here.

Let me tell you a bit about the love affair.

My first encounter with one of these establishments was on the first night of my recent vacation. I had just enjoyed a fine evening repast of wine, cheese, bread and butter with Mrs. Fussy up in the hotel room. As she prepared for her big talk the next day, I ventured forth into the night.

What I really wanted was an absinthe. But I hadn?t done any research, the internet in the hotel was wonky, and my trusty sidekick (the iPhone) was just about useless. So relying on on my wits alone, I went out in search of a remedy for my overindulgence.

I passed multiple establishments that all looked the same. They all had similar bistro chairs pushed as close together as humanly possible, with every two chairs sharing one small round table.

Les Deux Magots is a famous example of such a place. Almost right next door is the lesser known Le Bonaparte. Something about Le Bonaparte spoke to me. Maybe it was the warm red tones of the place. Maybe it was that it was tucked away a bit off the Boulevard. Or maybe it was just that I noticed a corner table was available for the taking.

Anyhow, I came in from the cold, and sat down at that corner table table in the enclosed patio. Above me was a heat lamp that not only took the chill out of the air but made this table abundantly cozy. The waiter came, and while there wasn?t any absinthe they did stock pastis. It would do the trick.

With my long, tall glass of cloudy anise spirits, I sat with my thoughts.

But I also had a pen and paper and started writing some of them down longhand. Across from me a young fellow was sipping wine as he read a novel. Next to me a couple was smoking and poring over a map of the city, planning out their next day of sightseeing. Outside the cafe the?cobblestone?streets were wet from the rain earlier and sparkled with the reflected lights hung from the trees in front of the adjacent church.

Perhaps my favorite part of the entire cafe experience though was that there were no expectations.

While the cafe serves food, I wasn?t expected to order a meal. When I finished my drink, I wasn?t expected to order another. When I paid the bill, I wasn?t even expected to leave. For the price of a cup of coffee, it would seem that one could sit and hang out in the cafe for hours. And I loved that.

I also loved that they had everything you might want: coffee, wine, spirits, cocktails, food, and dessert. It wouldn?t surprise me if they sold cigarettes too. What did surprise me, though, was that I didn?t see anyone working from their laptops. People were actually talking to each other. How weird. Awesome, but totally different from the modern American cafe experience.

Over the course of the trip I would return to Le Bonaparte for another equally satisfying pastis. I popped into a cafe in Montmarte for a cafe noisette while I got my bearings on Monday and figured out my agenda for the rest of the day. Mrs. Fussy and I visited another cafe on the Rue de Siene to recharge after our massive walk before we could even begin to contemplate dinner.

Each cafe visit was a delight. Not because the drinks were especially good. No. It?s just fantastic to have a place to sit and watch the world go by. No rush. No pressure. Where you can be surrounded by warmth and comfort, and served by gracious waiters.

In some ways it makes me think about what Vic and Heather had in mind for their wine bar in Troy. Dammit, I still haven?t been there yet. I have to make that a priority and see if they?ve been able to execute their vision. Because it sounds like just what I?m looking for.

The civil war in Syria, targeted shootings in Somalia and continued violence in Pakistan made 2012 a particularly dangerous year for journalists, with at least 67 killed worldwide in direct relation to their work, according to an organization that defends press freedom.

The fatality numbers compiled through mid-December?by the Committee to Protect Journalists?represent a 42 percent increase over 2011. The committee says 2012 is on track to becoming one of the deadliest years for journalists since it began compiling records in 1992.


Coupled with snapshot figures showing a record-high number of journalists imprisoned worldwide ? 232 on Dec. 1 ? this year has been a year of living dangerously for those who work to gather and disseminate news, said Joel Simon, executive director of the Committee to Protect Journalists.

?You put all that together and it?s a very bleak picture,? Simon told NBC News on Thursday.

?I would say this has been one of the worst years. There?ve been years when we?ve had higher numbers of journalists killed, but the combination of near-record fatalities and record journalists imprisoned -- ?put those together and you have to acknowledge?that this is one of the worst years on record."

Syria was by far the deadliest country for journalists in 2012. According to committee statistics, 28 journalists were killed in the fighting or targeted for murder by government or opposition forces. Among them were Marie Colvin, an award-winning American correspondent who worked for The Sunday Times of London, and French freelance photographer Remi Ochlik, both of whom were killed in a rocket attack in the Baba Amr neighborhood of the besieged city of Homs on Feb. 22.

Twelve journalists died this year in Somalia, where the militant Islamist group al-Shabaab has been waging a violent insurgency against the Mogadishu-based federal government. All were murdered, according to CPJ, which says not a single killer of a journalist has been prosecuted in Somalia over the past decade.

Pakistan, the deadliest country for journalists in 2010 and 2011, dropped to third this year, but the number of fatalities held steady at seven, the committee reported.

In?Brazil, four journalists were killed -- the country?s highest annual toll in more than a decade.??In small cities, bloggers and writers for small newspapers and Web portals who are calling out corruption are being targeted,? Gabriel Elizondo, a correspondent for al-Jazeera in S?o Paulo, was quoted as saying by CPJ. ?The profile is usually the same: It?s a small-town journalist, working for a small outlet, who gets gunned down."

The worst year on record for journalist killings was?2009, when 74 people died because of their work ? nearly half of them slain in a massacre in Maguindanao?province, Philippines, according to CPJ.

Simon said the record-high number of imprisoned journalists as of Dec. 1 also was ?extremely disturbing.?

?One reason is what?s happening in Turkey. There?s a massive crackdown under way on political expression and political dissent largely focused on the Turkish minority. ?Many of the journalists in jail are Kurdish,? he said.

NBC's Richard Engel and his production team made their homecoming late Thursday night. In their first in-depth interview since being freed, Engel and his team, including cameraman John Kooistra, producer Ghazi Balkiz and two other crew members, tell their story about spending five days in captivity in Syria and the trauma they survived. NBC's Savannah Guthrie reports.

?Other places we?ve seen an increase (in detentions) are places where there have been repressive policies (against the media) for some time, like China, Eritrea, Syria, Iran,? Simon said.

The imprisonment numbers, because they were tallied on Dec. 1, don?t include NBC News? Chef Foreign Correspondent Richard Engel and members of his network production team. They were captured and held in Syria for five days?before being freed after a firefight between the captors and a Syrian rebel group at a checkpoint on Monday, NBC News said.??In any case, CPJ's tally doesn't include journalists who are abducted by "non-state actors," Simon said.

Journalists who worked online made up more than one-third of the death toll in 2012, compared with one-fifth in 2011, CPJ noted.

?More independent journalists are working online closer to the action and getting killed as a result,? Simon said.

?Think about how front-line news is being gathered today.? In a lot of countries around the world, dissent is limited and curtailed. There?s no opposition to express critical views in the media, so people for last decade or more have been expressing those critical ideas online. ?Governments have been cracking down on this.?

Obamas Wish Special Holiday Homecoming for Troops

During the first holiday season with the U.S. military out of Iraq and winding down in Afghanistan, President Obama today wished a special homecoming for American troops in his weekly address.

"This weekend, parents are picking up their kids from college and making room for all that laundry they bring with them," he said. "Children are counting down the hours until the grandparents arrive, and uncles, aunts and cousins are all making their way to join the family and share in the holiday spirit.

"And this year," he said, "that's especially true for some of our military families."

The president and first lady Michelle Obama reflected on Americans reuniting with their loved ones, including those coming from abroad.

"After a decade of war, our heroes are coming home," Obama said. "And all across America, military families are reuniting. So this week, let's give thanks for our veterans and their families. And let's say a prayer for all our troops - especially those in Afghanistan - who are spending this holiday overseas, risking their lives to defend the freedoms we hold dear."

Released after a tense week of "fiscal cliff" negotiations, gun control discussions, and new staff appointments, the president made no mention of party politics in the video statement. Rather, he and the first lady asked for support for the Joining Forces program, which focuses on employment, charity and other opportunities for U.S. service members and their households.

"Our military families sacrifice so much on our behalf, and Barack and I believe that we should serve them as well as they serve this country," the first lady said. "That's why Dr. Jill Biden and I started Joining Forces - an effort to rally all Americans to honor and support our veterans and military families."

President Obama reflected on the holiday season as it pertains to the Christian faith and volunteer efforts.

"Every year, we commit to love one another, to give of ourselves, to be our brother's keeper, to be our sister's keeper," he said. "But those ideas are not just part of our faith. They're part of all faiths. And they unite us as Americans. "

The two concluded by thanking national volunteers dedicated this season to those "most in need," including Americans picking up the pieces from Hurricane Sandy and the grieving neighborhoods of Newtown, Conn.
