Indian Kashmir shut down after 4 killed by troops

Protesters clashed with government troops in several parts of Indian-controlled Kashmir on Friday, defying a government curfew imposed to quell large scale demonstrations over the killing of four villagers in the disputed Himalayan region.

Locals, responding to a call to protest by separatist groups, threw rocks as police and paramilitary soldiers tried to stop them by hitting them with batons and firing tear gas and, at one location, live ammunition, a police officer said on customary condition of anonymity.

Six police and paramilitary troops and at least two protesters were injured in the clashes.

The unrest follows the fatal shootings of four villagers by government troops on Thursday. More than 40 others were injured as troops clashed with locals protesting the alleged desecration of the Muslim holy book by border guards in a remote, mountainous village in the region.

The protesters have accused the Indian Border Security Force of tearing pages of several copies of the Quran and beating a school caretaker at a religious seminary during a search for militants Wednesday night.

Rajiv Krishna, a senior Border Security Force officer, rejected the desecration charges.

Indian Home Minister Sushilkumar Shinde ordered a probe into the incident. Rights groups say such investigations rarely lead to prosecutions and are mainly used to try to calm public anger.

The violence, which comes during the Muslim holy month of Ramadan, could trigger widespread protests in the disputed Himalayan region, with separatist groups that reject India's sovereignty over the region calling for three days of strikes and demonstrations.

In response, the government put a curfew in place. On Friday, thousands of police and paramilitary soldiers erected checkpoints and laid barbed wire on roads in Srinagar, the main city in Kashmir to try and enforce the curfew and prevent any anti-India protests. They drove through neighborhoods warning people to stay indoors and barred Friday prayers in Srinagar's main mosque.

Several other Kashmiri towns were also deserted as shops, businesses and public transportation shut down due to the curfew and strike. Authorities have postponed university examinations scheduled for Friday and blocked Internet services on cell phones in an attempt to prevent demonstrators from organizing.

Kashmir is divided between India and Pakistan, with both countries claiming the region in its entirety.

Anti-India feelings run deep in Indian-held Kashmir, where about a dozen rebel groups have been fighting against Indian rule since 1989. More than 68,000 people have been killed in the conflict.

The rebel groups have largely been suppressed by Indian troops in recent years, and resistance is now principally expressed through street protests.

MADISON, Wis., July 20, 2013 ? Individuals of all makes and models enjoy golf. Men and women, vegetarians and carnivores, statists and anarchists all take pleasure in the joy of the swing. Unrealized by them all, however, is the game?s inherent libertarianism.

A golfer can choose to tee up his ball in the middle of the fairway. A golfer can choose to ground his club in the sand. A golfer can choose to talk while someone is swinging. A golfer can lie about his score.?

None of these offenses will result in conventional punishment. The police won?t arrest the golfer. He won?t be put on trial. There won?t be eager lawyers lining up to take his case.?

That being said, if the golfer repeatedly commits such offenses on the course, eventually nobody will want to play with him. Others will boycott his company, and ostracism will be his fate. From his sour reputation will come loneliness.?

Yet there is nary a soul on the planet, especially of the golfing variety, who wishes to walk the fairways of life alone. For that reason, the golfer will voluntarily obey the rules of the game that demand his acquiescence.?

In order to ?protect and preserve the game and its challenges,? the USGA recently announced a controversial ban on the use of the popular anchored putting stroke.

The USGA, unlike state governments that rely on force, is much more sensitive to public opinion. If the ban, which is scheduled to take effect in 2016, reduces participation in the game (and thereby reduces the profits of golf courses), then it could very well be reversed.?

A curious question resulted from the ruling: would the PGA and PGA Tour (the governing bodies of professional competitive golf in the United States) honor the ban? Or would the rules of the game be bifurcated??

The very possibility of bifurcation, regardless of whether or not it would be beneficial or disastrous, demonstrates the fundamental difference between golf governance and state government. Obviously, multiple golf governing bodies can operate simultaneously and harmoniously. On the contrary and by definition, a state government is a monopoly on the provision of its ?services? within a given territory.?

When it comes to governance and rules, the game of golf is self-regulating. Examples of golfers penalizing themselves abound.?

In 2009, J.P. Hayes inadvertently ?penalized himself out of a job? for playing with a non-conforming golf ball. He could have easily kept quiet and nothing would have happened. Nevertheless, he chose to publicize his transgression.

Six days after a round of golf, Blayne Barber could not expel uneasiness from his conscience. After much thinking, he disqualified himself ex post from the 2012 PGA Tour qualifying tournament, even though nobody else but he was questioning the authenticity of his scorecard.?

In 2008, Michael Thompson called a penalty on himself in the Masters when his ball oscillated after he addressed it. While he ended up missing the cut in that tournament, some positive press for his honesty did result.?

?I think that?s one of the things that I love about golf, that there is a defined set of rules and it?s a gentleman?s game,? Thompson said of the incident. ?It?s based on honor and I think what sets golf apart from every other sport is that you hold yourself to higher standards than anybody else does.??

Contrary to popular opinion and even more popular clich?, golf is not, in fact, a sport of ?gentlemen.? Like any other humans, golfers are just as frequently crass, filthy, and ungentlemanly. The honesty associated with the game does not emanate from some naturally superior class of men who play it.?

Rather, golf is a sport of individuals, and upstanding character is a symptom of that fact. We play by ourselves and for ourselves. We own our equipment, our performance, our bodies, and our minds. With exclusive control comes full responsibility.?

Nobody assesses penalties on themselves in team sports. And while there is certainly nothing wrong with team sports, they do form one half of a poignant analogy. In football, for example, character becomes like a common lake: polluted. Any incentive for propriety is minimal.

Like golf, the free market is self-regulating. The unrelenting determination of every individual to enjoy a fortuitous reputation fosters honest, mutually beneficial interaction. Force is not needed to relegate cheaters, manipulators, and anti-socialites to the rough.

Golf is libertarian.

Ford's 100th birthday: Second Vietnam orphan remembers the man who saved them

PALM DESERT, Calif. -

Sunday marks what would have been President Gerald Ford's 100th birthday. ?After leaving the White House, Mr. Ford made the Coachella Valley his home until his death the day after Christmas in 2006.

Many remember him for pardoning President Nixon after Watergate,but, others remember Mr. Ford for saving the lives of thousands Vietnam orphans. ?

Now, those orphans are all grown up and celebrating the life of the man who saved their lives.?

Alison Doerr's biological parents abandoned her as a baby in South Vietnam. ?An American family took steps to adopt her when the country was on the verge of collapse.

"My family found out that they were set up with me and they happen to find a friend fighting in the army in Vietnam who would go over and take pictures of me and check in on their behalf," said Doerr.

As the region grew more and more unstable, Doerr's life along with thousands of other orphans were in danger.?

"It was known that if something didn't happen to take all of those orphans out of there that something really bad was going to happen to them," said Vietnam veteran Joe Snyder.

That's when President Ford stepped in. ?He commissioned 30 flights to rescue these children, many of whom were fathered by American servicemen.?

"He said we have to do this, this is something that we have to do and we are going after as many orphans that we can get and we are going to bring them out of South Vietnam and that is exactly what happened," said Snyder.

Doerr was set to leave on the first flight and was to be carried off the plane by President Ford himself.?

"I got the chicken pox and I was really ill so they decided to hold be back and go to the next flight," said Doerr.

That first flight crashed, killing nearly half the passengers on board. ?That wasn't the first time fate intervened in Doerr's life, when she returned to Vietnam 22 years later on a visit, she learned her orphanage was hit by a measles outbreak when she was there. ?She was only one of two babies to survive.?

"I defiantly believe in guardian angles after hearing those kind of things," said Doerr.

Now, 38 years old, Doerr is raising a family of her own, one that she says wouldn't be if not for President Ford.?

"I wish we could have meet him at some of our Vietnamese reunions and let him see the product of what came out of such a bold decision at that time," said Doerr. "They got out all of the children that they could but, when the communists came took over, the children that were still there they took them away and you can only guess what happened. ?I know that it would have been a bad situation for the people who couldn't have gotten out, so he saved a lot of lives."

An interesting fact, President Ford met the first planes that arrived in San Francisco in person. ?To get there, he flew in Airforce One directly from Palm Springs.?

Fugitive Snowden says U.S. preventing his asylum

MOSCOW (Reuters) - Former intelligence agency contractor Edward Snowden said U.S. officials have been waging a campaign to prevent him from taking up offers of asylum, he said in a letter sent to a Human Rights Watch official and posted on Facebook.

In the letter, he said he had invited human rights groups to meet on Friday at Sheremetyevo Aiport, where he has been in limbo since he flew to Moscow on June 23, to discuss "next steps forward in my situation".

In a separate email to Reuters, Snowden confirmed that the meeting with human rights groups would go ahead but said it would be closed to the press. He said he planned to speak to the media later.

Youth homicide rate hits lowest mark in 30 years

ATLANTA (AP) ? The homicide rate for older children and young adults has hit its lowest point in at least three decades, but the decline has been slowing, according to a new government report.

In 2010, the homicide rate for victims ages 10 to 24 was less than half the rate seen in 1993, when there was an explosion in crime tied to crack cocaine.

The report released Thursday echoes earlier findings about a national decline in killings and other crimes, but offers a more focused look at what is one of the most affected groups. Ages 10 to 24 account for about a third of slaying victims. The highest homicide rates are consistently seen in people in their late teens and 20s.

"That's what drives the national numbers. That's the ballgame," said David Hemenway, director of the Harvard University's Injury Control Research Center. He was not involved in the new study.

There are various theories for the drop in youth killings and other crimes since the early 1990s, ranging from the economy to police work or public health campaigns. None completely explain the trend, said Hemenway, a member of a National Academy of Sciences' group examining crime trends.

For the report, researchers from the Centers for Disease Control and Prevention searched a death statistics database that goes back to 1981.

About 4,800 youths ages 10 to 24 were killed in 2010, the most recent year in the analysis. That translates to a homicide rate of 7.5 per 100,000 people ? the lowest since 1981. It also appears to be lower than rates in the 1970s, a CDC spokeswoman said.

But it hasn't been a steady trend down. The rate dropped a bit in the early 1980s and then rose sharply, peaking at about 16 per 100,000 in 1993. It plummeted for several years before the decline slowed. The rate inched down about 1 percent a year, on average, from 2000 to 2010, the CDC found.

The study showed youth homicide rates fell across the board ? in males, females, whites, blacks and Hispanics. However, males and blacks continued to be killed at far higher rates than females or people in other racial and ethnic groups. The 2010 rate for blacks was nearly four times higher than the average for all youths that age.

The rate of gun-related slayings was about four times higher than of the rate of homicides using other weapons.

Based on overall rates for 2010, homicide last year fell off the nation's top 15 causes of death for the first time in almost half a century. It continues to rank among the top three leading causes of death for people ages 10 to 24, however.

Report: Climate change causing energy disruptions

WASHINGTON ? Climate change and extreme weather already are causing disruptions in the U.S. energy supply that are likely to worsen as more intense storms, higher temperatures and more frequent droughts occur, the government says in a new report.

The report, released Thursday by the Energy Department, says blackouts and other problems caused by Superstorm Sandy and other extreme weather events are likely to be repeated across the country as an aging energy infrastructure struggles to adapt to rising seas, higher storm surges and increased flooding. A range of energy sources are at risk, from coal-fired power plants to oil wells, hydroelectric dams and nuclear power plants.

Climate-related disasters have already costs tens of billions of dollars, and the report says costs could grow exponentially unless a more comprehensive and accelerated response is adopted.

On the Gulf Coast, for instance, the report cites a study by an energy company and wetland foundation projecting that by 2030, nearly $1 trillion in energy assets in the region will be at risk from rising sea levels and more intense hurricanes. Based on an analysis of hazards, assets and vulnerabilities, the Gulf Coast energy sector faces an average annual loss from climate change and extreme weather of $8 billion in 2030, the report said.

The report urges private companies, governments and research institutions to take action to further understand the risks of climate change and reduce them. The report does not offer immediate recommendations, but says power plants and oil companies should use less water and recycle what they use.

Electricity providers should harden transmission grids and build emergency backup systems, the report says, and operators of hydroelectric dams should improve turbine efficiency. The report also recommends that governments and utilities work together to reduce demand for electricity.

"Water is obviously the big question," said Jonathan Pershing, deputy assistant secretary of energy for climate change policy and technology, who oversaw the report. "In drought you don't have enough water. As seas rise, you have too much."

While the risks from drought, floods and hurricanes are clear, water plays an important role in less obvious ways as well, Pershing said. Both coal-fired and nuclear power plants, for instance, need large volumes of water for cooling. As temperatures rise, that becomes more difficult.

The report cites several examples from 2012, the hottest year in the United States since record-keeping began in 1895:

? In August, a nuclear power station in Connecticut shut down one reactor because the temperature of the intake cooling water, withdrawn from Long Island Sound, was too high. The two-week shutdown resulted in the loss of 255,000 megawatt-hours of power, worth several million dollars, the report said.

?In the Midwest, drought and low river water depths disrupted the transportation of commodities, such as petroleum and coal, delivered by barges along the Mississippi River.

?In California, reduced snowpack in the Sierra Nevada mountains limited hydroelectric power generation capacity by about 8 percent.

"Costs are already happening and it's getting worse," Pershing said. "We are seeing damages across all parts of the energy sector."

Rising heat in the West will drive a steep increase in demand for air conditioning, which has already forced blackouts and brownouts in some places, the report said. The Energy Department's Argonne National Laboratory found that air conditioning demand in the West will require 34 gigawatts of new electricity generating capacity by 2050, equivalent to the construction of 100 power plants.

The report sends a "significant message about the risks and vulnerabilities" facing the U.S. energy sector, Pershing said. It should provide a blueprint for states and municipalities to consider, along with utilities and other energy providers and even consumers, who can do their part by reducing energy use or seeking alternative forms of energy, he said.

The report is the first of many to be produced across a range of economic sectors as the Obama administration responds to climate change and makes recommendations, Pershing said.

President Barack Obama announced a wide-ranging plan last month to combat global warming. The plan for the first time would put limits on carbon pollution from new and existing power plants as well as boost renewable energy production on federal lands, increase efficiency standards and prepare communities to deal with higher temperatures.

OCCUPIED JERUSALEM ? Prime Minister Benjamin Netanyahu named as Israel?s new ambassador to Washington Tuesday a peace process hawk seen as close to President Barack Obama?s Republican opponents.

Ron Dermer, who already served a stint in Washington as economic attache from 2005 to 2008, is on the record as voicing scepticism about the wisdom of a two-state solution to the Palestinian problem.

According to US diplomatic cables leaked to WikiLeaks, he is also convinced that Palestinian leader Mahmoud Abbas is not a partner for peace.

Announcing his appointment, Netanyahu said: ?Ron Dermer has all the qualities necessary to successfully fill this important post.

?I have known him for many years and I know that Ron will faithfully represent the state of Israel in the capital of our greatest ally ? the USA,? he added.

His appointment comes as Obama?s administration steps up its efforts to broker a relaunch of direct negotiations between Israel and the Palestinians after a three year gap.

US Secretary of State John Kerry has made five visits to the region since he took office earlier this year.

Israel?s left-leaning daily Haaretz commented that Dermer?s views on the Israeli-Palestinian conflict were ?far more extreme than Netanyahu?s? and had sparked ?shock? among US as well as European officials.

The paper recalled that Dermer had once told reporters: ?The principle of two states for two peoples is a childish solution to a complicated problem.?

The paper said Dermer?s links with the Republicans added to the ?suspicion? felt towards him by the Obama administration.

?He is identified there as a supporter of the Republican party,? it said.

?His family in Miami Beach have close ties with the Bush family, particularly with former Florida Governor Jeb Bush.

?Many Democrats also see Dermer as the brains behind Netanyahu?s support for Mitt Romney,? Obama?s unsuccessful Republican challenger for the presidency last year.

Dermer, 42, is married and the father of five children. He is a graduate of the University of Pennsylvania Wharton School of Business and holds a master?s degree in philosophy, politics and economics from Oxford.

Church members stay together despite destructive blaze

(WMC-TV) - A Jonesboro church picks up the pieces after a fire took their building early Friday morning.

The cause of the fire at the Newport Church of God remains under investigation.

Members stuck together and found another place to gather and worship since the blaze destroyed their church.

"We feel like we can make it through this with God's grace," said Newport Church of God pastor Ricky Poole.

The Newport Fire Department said the fire started in the fellowship hall and then spread quickly through the rest of the building.

An insurance adjuster plans to look over the damage in the next few days.

Jets coach Ryan runs with bulls twice in Pamplona

NEW YORK (AP) ? Rex Ryan spent part of his summer vacation running from angry bulls.

The New York Jets coach joined thousands of thrill-seekers on Sunday and Monday in the annual running of the bulls at the San Fermin festival in Pamplona, Spain.

The team confirmed Monday that Ryan was uninjured while participating both days in the run, which is the highlight of a nine-day street festival and is televised nationally. Ryan was there on two mostly uneventful days as there were no gorings, while six people were treated for injuries.

Ben Patton, a contestant on NBC's matchmaker show "Ready for Love," tweeted an Instagram photo http://instagram.com/p/bf6Qk0x2t5/# of himself and some friends posing with Ryan in Pamplona. A slim-looking Ryan is wearing white pants, a red T-shirt with a picture of a bull in the middle ? with the words "Bad Toro" printed underneath ? and a red bandana around his neck.

The sports website Deadspin posted a 17-second video Monday night of what clearly appears to be Ryan climbing a barricade, along with several other participants, moments before a bull charges down the street. It was uncertain if the video was from Ryan's run on Sunday or Monday.

Active military can see 'White House Down' for free today at certain theaters

LITTLE ROCK, Ark. Interns Find Medieval Pottery at Richard III Dig

A week into the new excavation at Richard III's gravesite, archaeology interns have uncovered some medieval artifacts, the dig team announced.

Last year, archaeologists found the battle-bruised skeleton of the British monarch under a parking lot in Leicester, England, among the buried ruins of the lost Grey Friars church. An expanded four-week dig kicked off at the site on July 1 so that the team could further investigate the church, with a special focus on the choir area, where Richard's body was discovered.

The University of Leicester team has recruited student interns for the project. So far, they have unearthed medieval pottery fragments while removing ground layers at the site. [Images: The Discovery of Richard III]

"The dig has been fantastic so far ? everyone is really supportive and we found quite a lot of things already. We have found lots of bits of medieval pottery tiles," Emma Link, 16, from Humberstone, Leicester, said in a statement. "This is a brilliant chance to get work experience in this field. I now know for certain this is what I want to do."

Another intern, Claire Calver, 37, expressed her excitement to be working on the project.

"I couldn't quite believe I have got the opportunity to work at Grey Friars, where Richard III was discovered," said Calver, a mother of five, who is working toward an undergraduate archaeology degree at the University of Leicester.

"It is one thing to read about all the fantastic archaeological discoveries that have been made, but to really experience archaeology you have to get out there yourself," Calver added in a statement. "I'm hoping to learn more about the techniques of recording finds during the dig."

The team is on the lookout for artifacts a bit sexier than pottery sherds this summer in their new 82-by-55-foot (25-by-17-meter) trench. The archaeologists have said they would examine other burials that were exposed at Grey Friars, including a stone coffin suspected to belong to a medieval knight. They will also be watching for evidence of headless friars, who were beheaded by Henry IV and buried at the church, according to legend.

Richard III ruled England from 1483 until 1485, when he died in battle during the War of the Roses. Lead archaeologist Richard Buckley and his team started digging beneath the Leicester City Council parking lot last August, looking for the king's grave based on historical records. They soon found the Grey Friars church and then a male skeleton thought to be the monarch.

In February, researchers announced that DNA from the teeth and a bone matched with a modern relative of Richard III. The body eventually will be reinterred in the Leicester Cathedral, and a visitor center is being built at the site to showcase some of the finds.

Advocates of Senate Bill Turn Their Attention to the House

When House members left for the July Fourth recess, the prospects for an immigration overhaul in the lower chamber were slim. When members return this week, they will be greeted by the full attention of a coalition of advocates who helped push the Senate bill to completion and who are now turning their sights to the House.

The coming campaign will include efforts to mobilize grassroots actions through town-hall meetings and voter registration drives aimed at Latinos, television and radio ads, and lobbying from representatives of crop growers, high-tech employers, religious leaders, and more.

Several advocacy groups say between 20 and 40 Republican members are ripe targets for aye votes, particularly those whose districts have a growing Hispanic population. The National Council of La Raza is zeroing in on 20 to 26 members, many of whom represent districts where 20 percent or more of voters are Hispanic. Frank Sharry, the executive director of the pro-reform group America?s Voice, estimated that 35 Republicans are ?vulnerable to demographic shifts.? At the end of June, Democratic Congressional Campaign Committee Chairman Steve Israel, D-N.Y., circulated a list of 23 ?persuadable Republicans,? including 12 in districts in which more than 10 percent of the voting-age population is Hispanic. The districts, all of which President Obama won with at least 46 percent of the vote in 2012, are in California, Colorado, Florida, Illinois, Minnesota, New Jersey, New Mexico, Nevada, New York, Ohio, and Pennsylvania.

?I think the idea is to pressure the House Republicans right, left, and center, and to do everything we can to bring outside pressure on them to get them to give us a vote on immigration reform with a path to citizenship,? Sharry said. ?I actually think the House guys, they?ve sort of retreated a bit into their comfort zone, and I?m quite optimistic that our movement and our allies across the political spectrum will jolt them out.?

Some members will be hit multiple times. Republican Reps. Buck McKeon of California, Mike Coffman of Colorado, Dan Webster of Florida, and Michael Grimm of New York are all targeted by both the DCCC and the Center for Community Change, which last week launched a $1 million campaign consisting of paid media, field activities, and lobbying visits to pressure the House to pass an immigration bill before lawmakers leave for the monthlong August recess.

?Those are all members that we think are winnable, and we?ve seen some progress in their statements and had meetings where we believe that they will pay attention to the changing demographics in their district and are amenable to a bill,? said Jeff Parcher, communications director at the Center for Community Change.

In addition, the group is targeting the House Republican leadership, House Oversight and Government Reform Committee Chairman Rep. Darrell Issa, R-Calif., and Rep. Greg Walden, R-Ore., who runs the National Republican Campaign Committee

Majority Whip Kevin McCarthy, R-Calif., also stands to end up in the cross-hairs of high-tech advocates, who will lobby the House after successfully enlisting the help of Utah Republican Sen. Orrin Hatch to get some of their top priorities included in the Senate immigration bill. McCarthy?s district, which includes parts of Santa Barbara, Santa Maria, and Goleta, represented one of the top 25 metropolitan areas with a high-tech employment concentration in 2011, according to a report by the Bay Area Council Economic Institute

?Our goal is to make sure that every House member understands that skilled immigration matters to each and every one of them in some way, shape, or form,? said Robert Hoffman, senior vice president for government affairs at the Information Technology Industry Council.

His group?which met with almost every senator's office to lobby for the immigration bill in the upper chamber?is still developing its list of top targets. But the report on the top high-tech areas showed that McCarthy isn?t the only Republican who represents an area with a big percentage of high-tech jobs. Republican Rep. Mo Brooks of Alabama represents parts of Huntsville, where 22.4 percent of jobs were in high-tech in 2011. Rep. Mike Pompeo, R-Kan., represents parts of Wichita and its 14.8 percent of high-tech jobs. Reps. Bill Posey of Florida, Duncan Hunter of California, Jason Chaffetz of Utah, and Doug Lamborn of Colorado all represent districts that included cities with more than 10 percent of jobs in the industry.

The broad coalition of groups backing the Senate immigration bill also includes religious leaders, notably the U.S. Conference of Catholic Bishops and the Southern Baptist Convention. Kevin Appleby, director of migration policy and public affairs for the USCCB, said his group would focus in particular on organizing parishes and arranging meetings with Catholic representatives who would be receptive to the bishops' message. Thirty-one percent of House members are Catholic, according to the Pew Forum on Religion and Public Life; 61 of those are Republicans.

?You?re never going to persuade some, but in terms of all the advocacy, they haven?t felt the maximum pressure yet,? Appleby said.

While the broad coalition around the Senate bill comprised of business, labor, agriculture, high-tech, faith leaders, Hispanic community advocates, and otehrs coalesced around the Senate bill in recent months, they won?t necessarily all be pressuring the House to take up that bill (Sen. Chuck Schumer, D-N.Y., a leader of the Gang of Eight, predicted on Fox News recently that the House will do so). Most advocates will insist on a comprehensive bill with a pathway to citizenship, but they realize the House is a different animal, and they think pushing the House and Senate to get to a conference committee is a more realistic goal.

?The most effective thing we can advocate for is a process that results in both the House and Senate sitting down,? Hoffman said. ?We all have to do our part to get the House ready to support as comprehensive an approach as possible.?

Some advocates are waiting to finalize their lobbying strategy until after a House GOP meeting scheduled for July 10, when the members will have their first conference-wide discussion of immigration.

?We?re anxious to see how that begins to play out in the House, and we?re eager to play a role that?s best suited for us in making reform a reality,? said Dan Conston, a spokesman for the American Action Network, a conservative, pro-reform group that recently launched a $50,000 ad buy on Fox News in Florida to urge support for Sen. Marco Rubio, R-Fla., a member of the Gang of Eight.

Nearly all the coalition members are working on mobilizing grassroots support for their cause. The National Council of La Raza, for example, is planning a ?saturation" of Spanish-language media and voter-registration drives to motivate the Hispanic community.

As for opponents of the Senate bill, they already feel like they?ve scored a major victory by getting House Speaker John Boehner, R-Ohio, to pledge he wouldn?t bring a bill to the floor either before or after conference without majority support from his Republican members.

?I feel pretty confident that we can keep opposition somewhere between 80 and 95 percent,? said Roy Beck, president of NumbersUSA, which seeks to limit immigration levels. Beck said his group, which has been working to build support in the House all year, will also try to win the allegiance of Democrats who are concerned that an increase in legal immigration levels will hurt American wages.

Soccer-Gascoigne arrested after alleged drunken assault

LONDON, July 6 (Reuters) - Former England footballer Paul Gascoigne has been arrested following an alleged drunken assault at a train station, British media reported on Saturday.

The 46-year-old, who in March returned to Britain from the United States where he was being treated for alcoholism, was held at a police station in Hertfordshire, north of London, after the incident.

"Police were called to Stevenage rail station around 10:30 p.m. on Thursday, July 4, following a report of a man being drunk and disorderly," a spokesman for the British Transport Police said.

"A 46-year-old man was subsequently arrested on suspicion of common assault and being drunk and disorderly by Hertfordshire Constabulary officers," he said.

The man was later taken into police custody and bailed to return pending police inquiries, the spokesman said.

Britain's Daily Mirror tabloid said Gascoigne was held overnight in a cell for 12 hours and bailed on Friday following the alleged assault which involved his ex-wife and a security guard at the train station.

A spokesman from Gascoigne's management company Game Plan Solutions declined to comment, but did not deny that the former midfielder had been arrested.

Gascoigne, for many the most naturally gifted footballer of his generation, told Britain's The Sun newspaper in March that he was inspired to stay off alcohol after coming close to death while receiving treatment in the United States. (Reporting by Brenda Goh; Editing by Alistair Lyon)

Regardless of whether Aaron Hernandez failed one drug test or six drug tests or something in between during his time at Florida, Hernandez reportedly failed no drug tests during his NFL career.

According to Ben Volin of the Boston Globe, zero is the magic number as it relates to the number of times Hernandez tested positive for recreational drugs.

It?s important to understand what that does, and doesn?t, mean. ?For players not in the substance-abuse program, testing happens once per year ? between April 20 and August 9. ?After that test, the player isn?t tested again until the next stretch from April 20 through August 9.

Which means that, once a player has submitted to his annual test for recreational drugs, he can use them with impunity, as long as he engages in no behavior that would place him in the program, such as being arrested for marijuana possession or having a joint fall out of his backpack during a visit to the league office. ?(In contrast, testing for PEDs happens on a random basis throughout the year, with one confirmed positive resulting in a four-game suspension.)

There?s no evidence that Hernandez was smoking marijuana or taking any other drugs while playing for the Patriots. ?Still, that?s currently the least of his and their problems.

Volin also reports the team had no concerns with Hernandez as a player. ??He showed up to meetings and practices on time, practiced hard, stayed in shape, was very coachable, and starred on the field, scoring 18 touchdowns in three seasons,? Volin writes, citing an unnamed team source.

The only issue, and ultimately it may have been a big one, came from Hernandez?s reluctance to sever ties with his friends in Connecticut. ?Per Volin, Hernandez would ?tune out and occasionally become angry? when a coach or other team employee tried to raise the issue with him.

That makes the decision to sign Hernandez to a $40 million deal in 2012 with a $12.5 million signing bonus even more surprising. ?It?s one thing to take a fourth-round flier on a first-round talent. ?But the Pats decided after only two seasons to tie the knot with Hernandez, despite his reluctance to break from folks whom the Patriots apparently believed could get Hernandez in to trouble.

The contact negotiations provided a perfect opportunity to draw bright lines regarding the things Hernandez can and can?t do going forward. ?The Patriots routinely dictate terms to players and agents; when it comes to free agency, for example, agents and players know that they can pretty much nothing without angering (and possibly alienating) Bill Belichick and company.

At a minimum, Hernandez?s contract could have been constructed to provide better (any) protections for the team, with roster bonuses replacing an eight-figure lump sum that Hernandez earned once he signed the deal. ?While there remains no plausible or logical way to project murder from Hernandez?s history, the Patriots? failure to properly guard against a worst-case scenario is stunning, given that they at least had reason to be concerned that something could happen with Hernandez.

Otherwise, they wouldn?t have periodically asked him to quit hanging around with his friends in Connecticut.

Key events in Egypt's uprising and unrest

CAIRO (AP) ? Egypt's military-backed interim president dissolved the Islamist-dominated upper house of parliament on Friday as soldiers opened fire on mostly Islamist protesters in Cairo, killing at least one person.

The unrest comes after the military ousted President Mohammed Morsi, an Islamist, from power after several days of mass demonstrations against him.

Here are some key events from more than two years of turmoil and transition in Egypt:

Jan. 25-Feb. 11, 2011 ? Egyptians stage nationwide demonstrations against the rule of President Hosni Mubarak. Hundreds of protesters are killed as Mubarak and his allies try to crush the uprising.

Feb. 11 ? Mubarak steps down and turns power over to the military. The military dissolves parliament and suspends the constitution, meeting two key demands of protesters.

March 19 ? In the first post-Mubarak vote, Egyptians cast ballots on constitutional amendments sponsored by the military. The measures are overwhelmingly approved.

Oct. 9 ? Troops crush a protest by Christians in Cairo over a church attack, killing more than 25 protesters.

Nov. 28, 2011-Feb 15, 2012 ? Egypt holds multistage, weekslong parliamentary elections. In the lawmaking lower house, the Muslim Brotherhood wins nearly half the seats, and ultraconservative Salafis take another quarter. The remainder goes to liberal, independent and secular politicians. In the largely powerless upper house, Islamists take nearly 90 percent of the seats.

May 23-24, 2012 ? The first round of voting in presidential elections has a field of 13 candidates. Morsi and Ahmed Shafiq, the last prime minister under Mubarak, emerge as the top two finishers, to face each other in a runoff.

June 14 ? The Supreme Constitutional Court orders the dissolving of the lower house of parliament.

June 16-17 ? Egyptians vote in the presidential runoff between Morsi and Shafiq. Morsi wins with 51.7 percent of the vote.

June 30 ? Morsi takes his oath of office.

Aug. 12 ? Morsi orders the retirement of the top Mubarak-era leadership of the military.

Nov. 19 ? Members of liberal parties and representatives of Egypt's churches withdraw from the 100-member assembly writing the constitution, protesting attempts by Islamists to impose their will.

Nov. 22 ? Morsi unilaterally decrees greater powers for himself, giving his decisions immunity from judicial review and barring the courts from dissolving the constituent assembly and the upper house of parliament. The move sparks days of protests.

Nov. 30 ?Islamists in the constituent assembly rush to complete the draft of the constitution. Morsi sets a Dec. 15 date for a referendum.

Dec. 4 ? More than 100,000 protesters march on the presidential palace, demanding the cancellation of the referendum and the writing of a new constitution. The next day, Islamists attack an anti-Morsi sit-in, sparking street battles that leave at least 10 dead.

Dec. 15, Dec. 22 ? In the two-round referendum, Egyptians approve the constitution, with 63.8 percent voting in favor. Turnout is low.

Dec. 29 ? The Egyptian Central Bank announces that foreign reserves ? drained to $15 billion from $36 billion in 2010 ? have fallen to a "critical minimum" and tries to stop a sharp slide in the value of the Egyptian pound. It now stands at just more than 7 to the dollar, compared to 5.5 to the dollar in 2010.

Jan. 25, 2013 ? Hundreds of thousands hold protests against Morsi on the 2-year anniversary of the start of the revolt against Mubarak, and clashes erupt in many places.

Feb.-March 2013 ? Protests rage in Port Said and other cities for weeks, with dozens more dying in clashes.

April 7 ? A Muslim mob attacks the main cathedral of the Coptic Orthodox Church as Christians hold a funeral and protest there over four Christians killed in sectarian violence the day before. Pope Tawadros II publicly blames Morsi for failing to protect the building.

May 7 ? Morsi reshuffles his Cabinet. Officials say the changes aim to finalize long-stalled negotiations with the International Monetary Fund for a crucial $4.8 billion loan, which requires reductions to fuel and food subsidies. A deal on the loan has still not been reached.

June 23 ? A mob beats to death four Egyptian Shiites in a village on the outskirts of Cairo.

June 30 ? Millions of Egyptians demonstrate, calling for Morsi to step down. Eight people are killed in clashes outside the Muslim Brotherhood's Cairo headquarters.

July 1 ? Large-scale demonstrations continue, and Egypt's powerful military gives the president and the opposition 48 hours to resolve their disputes, or it will impose its own solution.

July 2 ? Military officials disclose main details of the army's plan if no agreement is reached: replacing Morsi with an interim administration, canceling the Islamist-based constitution and calling elections in a year. Minn. Senate leader Hann out of GOP governor race

ST. PAUL, Minn. ? The Republican leader of the Minnesota Senate is not running for governor next year.

Sen. David Hann of Eden Prairie says Friday he's not joining the growing field of Republicans in the 2014 race. Hann says he decided his job as the Senate minority leader deserves full attention.

Hann unsuccessfully sought the GOP nomination for governor in 2010 and was seen as a possible contender as Democratic Gov. Mark Dayton seeks reelection next year.

Republicans already in the race are businessman Scott Honour, Hennepin County Commissioner Jeff Johnson, former House Speaker Kurt Zellers and state Sen. Dave Thompson. Several others are still eyeing the race as well.

Hann says he wants to help House Republicans regain a majority in 2014 and work toward a new Senate Republican majority in 2016.

Blaze destroys Palmyra home while family attends Stadium of Fire ...

Investigation ? Palmyra family displaced; fire started near barbecue.

A Palmyra family lost everything Thursday night when a fire destroyed their home while they celebrated Independence Day in Provo.

Utah County fire officials learned of the blaze at 10:19 p.m. and soon took up defensive positions around the home at 2189 W. 4000 South.

County fire marshal Dennis Barcker said crews from the county, Mapleton, Salem and Spanish Fork fought the fire until after 3 a.m. A sheriff?s deputy watched the fire through the night, and when it rekindled Friday morning crews used a track hoe to demolish the still-burning structure.

"It was such extensive damage that we couldn?t put it out last night," Barker said.

Late Friday morning, Barker said crews were just finishing up. He called the home a complete loss.

The blaze displaced a mother, father and two or three children, Barker said.

Investigators have been unable to determine exactly how the fire began. Barker said the family had a barbecue Thursday evening, then left to attend the Stadium of Fire in Provo. The fire began in the vicinity of the barbecue, though Barker said it was new and that the family turned it off. He speculated that something hot could have worked its way into the home?s vinyl siding or deck and then ignited later.

"Once that vinyl starts burning it?s just about like gasoline," Barker said. "It goes fast."

Despite the lack of definitive answers about the fire?s origin, investigators did not consider it suspicious Friday morning.

A neighbor and a passer-by both reported the fire. Firefighters took a defensive position outside the home because, Barker said, it was too dangerous to go inside. He added that the second-story floors collapsed.

In addition, water was not available in the area ? located northwest of Spanish Fork ? for fire crews, who were forced to bring it in with trucks.

According to Barker, the family managed to salvage a few photos and a pair of boots, but lost everything else.

Samsung sells 20 million Galaxy S 4 handsets, according to Korean media

So, JK Shin hasn't emerged from Samsung's HQ declaring that his company has sold 20 million Galaxy S 4s, but the day (and week) is still young. Korea's news media is quoting the CEO as saying that Samsung's flagship Jay-Z player / handset has seen its sales double from the 10 million that was announced at the tail-end of May. Given that we're but a few days away from the company's next earnings estimates, we'll probably find out for certain soon enough.

Report: Lovefilm will cease UK game rentals by August 8th

Lovefilm chops game rentals for new UK customers, will cut it altogether August 8th

Lovefilm has told Eurogamer that it will no longer offer game rentals by mail in the UK after August 8th. Additionally, the Amazon division confirmed via its blog that the option is no longer available to new subscribers. In addition, existing customers will no longer be able to add the service, a fact that only came to light when someone spotted it on a company FAQ (see the More Coverage link). Lovefilm apologized profusely for the non-communication, and explained that the change was made so it could focus on streaming content instead. It promised to contact subscribers "in the very near future" to confirm the policy, and "strive to communicate directly with our customers" rather than letting them find out through the media. The firm's yet to actually confirm that the service will be cut off completely next month, however -- perhaps that would be a good place to start.
