HMS Bounty casualty claimed tie to mutinous Fletcher Christian

When Claudene Christian applied earlier this year for a spot as a mate on the famous tall ship replica of the HMS Bounty, she probably had a little edge: Her family claimed a historical connection to the original ship via Fletcher Christian, who had instigated the 1789 mutiny that propelled the Bounty and its crew into maritime history and Hollywood fantasy.

In an almost inexplicable twist on that family legacy, Ms. Christian is so far the only confirmed casualty from the loss of the 1962 replica, which sank Monday off Cape Hatteras, N.C., in the high seas wrought by hurricane Sandy. The captain of the HMS Bounty, Robin Walbridge, remains missing, though the US Coast Guard has not given up the search.

Maritime historians say the Bounty story as told by Hollywood ? the heroic Christian versus the evil Captain Bligh ? created a false reality, as actors such as Errol Flynn, Clark Gable, Marlon Brando, and Mel Gibson all portrayed Christian. To some, Ms. Christian's death at sea seems almost as surreal, a bizarre series of events that reads like a Hollywood script.

IN PICTURES: Sandy: the perfect storm

?If there had been no movies, there would have been no replica [of the Bounty], and if there had been no replica there would have been no [Claudene] Christian aboard, so there?s this confluence of pop culture, history, and tragedy? overshadowing the Bounty?s demise, says Edward Willett, author of ?The Bounty Mutiny: From the Court Case to the Movie."

In her 40s and with little sailing background, Christian appeared to revel in her adventures on the seas, according to news reports. ?I am in LOVE with my ship ? BOUNTY,? she wrote on Twitter in July. Earlier, in June, she had tweeted: ?I had a tough day, lost in the sails But it was sunny, warm & I am on a TALL SHIP AT SEA. It's a 'Bountyful' life.?

Christian had indicated in interviews that she relished her family?s connection to the Bounty and its legacy, which she said included maritime reforms of how captains could treat their crews. After talking to some of the replica?s builders in Halifax, Nova Scotia, this past summer, Christian told a local reporter that ?it?s so good for me to see them, and maybe it?s because I?m so attached to the Bounty because I?m Claudene Christian.?

She also informed a Nova Scotia Herald News reporter that, ?I was at the helm the first week and said, ?Captain, are you sure you?re comfortable having a Christian at the helm?' I wasn?t sure if he got my joke.?

According to her LinkedIn page, Christian ran a company called Cheerleader Doll Co. that made doll replicas of university cheer squad members, and she listed herself as a partner at Hermosa Beach?s Dragon Bar.

When Fletcher Christian?s complex story of treachery was turned into the 1962 Hollywood film starring Marlon Brando as Christian, the studio built a near-exact replica of the original Bounty, using original 18th-century drawings from the Royal Navy. Moored until the 1980s in St. Petersburg, Fla., the ship in recent years had served an educational role while continuing to appear in movies, including in the "Pirates of the Caribbean" franchise. The Bounty was on the way to Florida when it sank.

The setting of the wreck in treacherous waters off Cape Hatteras and the fact that there was a Christian aboard reminded some historians of the Bounty?s peculiar journey, its popular appeal, and the ironies of how the ship came to keep plowing the seas.

?Fletcher Christian sets in motion ? the mutiny on the ship, they head off to Tahiti, load up with mutineers and Tahitians, and settle Pitcairn Island, and at the end they burn the Bounty,? says Sal Mercogliano, a former merchant marine who is now a maritime historian at Campbell University, in Buies Creek, N.C. ?When they made the [movie] remake in 1962, in the end they?re supposed to burn the ship, but Brando refused to have the ship burned and said he wouldn?t work on the movie if they burned it. So Brando keeps the ship alive and now the ship becomes the vehicle that Claudene can sail on later on down the road."

The US Coast Guard on Monday rescued 14 of Bounty?s sailors out of lifeboats, but did not find Christian, who was wearing a survival suit, until 10 hours after the ship went down. She was unresponsive and could not be revived.

A debate is raging over why Captain Walbridge decided to brave the hurricane off the Atlantic Coast?s most treacherous cape, where more than 1,000 ships have been sunk since the 16th century.

Smith almost perfect, 49ers flatten Arizona 24-3

GLENDALE, Ariz. (AP) ? Three touchdown passes, one incomplete pass.

Not a bad night for Alex Smith, and it could have been better, considering that the one incomplete pass was dropped by a wide-open receiver.

The San Francisco quarterback completed 18 of 19 passes for 232 yards and three touchdowns ? two to Michael Crabtree and one to Randy Moss ? to help San Francisco flatten the Arizona Cardinals 24-3 on Monday night.

"Eighteen of 19, I have never seen that," 49ers coach Jim Harbaugh said. "How important for your quarterback to play very well? It is very important and I don't know how you play much better. It was a fantastic game by him."

Arizona defensive tackle Darnell Dockett could hardly believe what Smith had done.

"Everyone's surprised. My 5-year-old son's surprised," Dockett said, "but at the end of the day it wasn't like he had to make the long perfect throws. He had some guys open and we missed some tackles and they made plays."

Smith said he had no idea his stats were that good.

"Which is a good thing," he said. "I don't want to think about my stats or incompletions or anything like that. I was kind of in a good rhythm, the whole offense was. "

Smith has withstood more than his share of criticism he was the No. 1 overall pick in the draft in 2005. He was not interested in calling this a statement performance.

"At this point I don't care," he said. "if you ask me a few years ago, yeah maybe, but at this point I don't really care. I am concerned about winning. The guys in the locker room know what I am about and that is what really matters."

As for reports he had lost his confidence, Smith said, "It was in my closet. I found it."

Smith was 14 of 15 for 146 yards and two touchdowns, both to Crabtree, as the 49ers built a 17-0 halftime lead.

Moss caught a 47-yard TD pass, dodging tacklers down the sideline on a play that seemed to turn back the clock to the receiver's prime. With the catch, he tied Terrell Owens for fourth on the NFL career touchdown list with 156.

Smith, who tied a career high with the three touchdown passes, spread out his completions to 10 receivers. Crabtree led the way with five catches for 72 yards.

Arizona's defense, supposed to be the team's strength, missed tackle after tackle in an embarrassing nationally televised performance at home. The 24 points were the most allowed by the Cardinals this season.

"This was a big test for us, and everyone saw how it went," Arizona coach Ken Whisenhunt said. "It was disappointing to say the least."

Quarterback John Skelton called the loss "embarrassing" and "humiliating."

Led by Smith's near-perfect precision passing, the 49ers methodically dominated from the start. He had the best completion percentage of his career, and he would have been perfect had Delanie Walker not dropped the ball when he was wide open on a crossing route in the first half.

A 10-play, 77-yard drive that consumed just over 6 minutes of the first quarter put San Francisco up 7-0. On third-and-goal from the 3, Smith threw a sidelines pass to Crabtree, who outfought Patrick Peterson for the ball and the touchdown.

A flurry missed tackles, most notably an open-field whiff by Sam Acho, helped Ted Ginn Jr. return a punt 35 yards to the Arizona 45 in the second quarter. Daryl Washington sacked Smith to help set up a third-and-23 from the Arizona 46. But Smith found Crabtree over the middle for 22 yards, just a yard shy of the first down. David Akers' 43 yard field goal made it 10-0 with 5:58 left in the half.

Crabtree beat Peterson again for San Francisco's second touchdown. Smith threw over the middle to the receiver, who caught the ball, then fooled Peterson with an inside move into the end zone to make it 17-0 with 1:41 left in the half. The 49ers drove 68 yards in eight plays, again overcoming a sack, this one by Calais Campbell, that made it second-and-goal from the 16. Smith threw 7 yards to Mario Manningham to set up the TD toss to Crabtree.

The Cardinals were booed off the field by the home crowd at the half.

Things didn't get any better for the home team in the third quarter. On third-and-9, Smith threw 30 yards to Crabtree, who evaded a host of tacklers. Then on third-and-8, Smith tossed a short pass to Moss, who sidestepped a series of would-be defenders all the way to the end zone, putting San Francisco ahead 24-0 with 7:27 left in the third quarter.

The Cardinals averted a shutout with Jay Feely's 28-yard field goal

John Skelton, making his second start since Kevin Kolb went down with rib injuries, completed 32 of 52 passes for 290 yards, often overthrowing receivers. The Cardinals rushed for just 7 yards in nine attempts against the 49ers, who entered the game as the No. 1-ranked defense in the NFL, No. 2 against the run.

Arizona's final possession ended when Larry Fitzgerald was stopped at the 1.

Notes: The roof was open at University of Phoenix Stadium, a rarity for Cardinals games. ... San Francisco C Daniel Kilgore left the game in the first quarter with a concussion. ... Washington had two sacks, giving him eight for the season. ... In its two nationally televised night appearances this season, against St. Louis on a Thursday and San Francisco on Monday, Arizona was outscored 41-6. ... The 49ers improved to 3-1 on the road, winning their last two away from home by a combined 55-3. ... Only Jerry Rice (208), Emmitt Smith (175) and LaDainian Tomlinson (162) have more touchdowns than Moss. ... Justin Smith had two of San Francisco's four sacks. ... The 49ers have a bye this week. The Cardinals are at Green Bay on Sunday.

International science fair begins in Delhi

New Delhi, Oct 29

A three-day international science fair involving hundreds of school children from India, Thailand and the US began here Monday, officials said.

The festival is being organised under the 'GLOBE program' by the Indian Environment Society (IES) and is being sponsored by the American Center, the public affairs section of the US embassy.

The 'GLOBE program' is a worldwide community of students, teachers and citizens working together to improve earth's environment at local, regional and global scales. It was designed by former American Vice President Al Gore.

"During the fair students and faculty from different backgrounds will come together and discuss issues related to science, environment, technology etc." Donald Maynard, cultural affairs officer, north India programmes at the American Center, told IANS.

"The idea is to provide a common platform to the youth who have the vision to change things around them with the help of science," he added.

The fair will see presentations, cultural programmes, exhibitions and street plays, related to environmental issues.

The 'GLOBE program' is present in 112 countries worldwide including 58,000 trained teachers and 1.5 million students.

According to Desh Bandhu, president of IES and director of GLOBE Regional Office Asia-Pacific, around 2,000 Indian schools are associated with the 'GLOBE program'.

The teachers are trained for a period of three to five days by the IES on a particular subject related to environment. The teachers then train students in their respective schools with the US embassy providing all the required tools.

Halloween Safety Tips: | Celeb Baby Laundry

Halloween can be a fun and exciting holiday for kids. Unfortunately, it can also be a very dangerous holiday. Trick-or-treating although fun, is a pedophiles dream. It?s dark and there are tons unsupervised ?silly? children running around. Please ensure you discuss with your kids some very simple safety tips so they will return to you safely!

#5- Make sure to follow your city?s rules about times. It keeps kids safe and it?s respectful to neighbors! By letting kids go before or after the allotted times is a great time for predators to be out and about. There will naturally be less kids out at those times and there will likely be less adults around too, makes grabbing a kid much easier. It also ensures that your children are respectful to your neighborhoods. Halloween is likely the #1 day for vandalism and unfortunately it?s done by kids aged 13-18. It?s unfortunate that people have to guard their houses this night to ensure that their possessions stay in one piece.

#4- Only visit neighborhoods you are familiar with. To ensure your kids don?t get lost and confused make sure you and them are familiar with their areas. Making sure you are aware of your areas will also help you keep an eye out for when things are out of place and faces that don?t look right. Make sure you set boundaries for your children: to include where they can go and what times they need to be home or checking in with you.

#3- Avoid costumes that could be mistaken as threatening. With all the violence with young kids and guns coming to attention many cities are being strict about kids with weapons. Don?t let your children fall victim of troublesome acts by letting them have violent costumes. Superhero?s and ?bad guys? are always a popular topic for costumes but ensure that your children to mask their fake weapons to look like real ones. Also check with your schools if it?s allowed to wear costumes that your children can bring their ?weapons?. Many schools and indoor type trick-or-treating events are banning masks and weapons to ensure everyone stays safe!

#2- Equip kids with a flash light for when the sun starts to set. Let them take a cell phone in case there is an emergency. Make sure you talk to your children about what is a dangerous or potentially dangerous situation. If your kids go with a group of their friends explain to them how important it is to make sure everyone in their group stays with them. It?s very hard as kids come into teenage years to stick up for their peers when perhaps someone is left behind because they are being slow or whatever a reason may be but that is a perfect way for children to get picked up by a stranger. Please encourage your children to make sure their peers are always okay and around them.

#1- ?As always, make sure that you inspect your children?s loot they bring home. You never know what you?ll find. If you are in any way doubting if something is safe to eat, toss it out! If your children didn?t collect enough candy and your tossing out the stuff they did, visit your local retailer a few days after Halloween and you?ll get allll the candy your heart can desire for a fraction of the cost! It?s often laughed at about checking candy, but do you really want to find out the hard way that YOUR piece just happened to be laced with something? Yeah, I don?t either!

Enjoy your safe holiday!

TrackBack - Mexico Cooks! - Typepad

Zirita Benedicta en el Mercado San Juan, Morelia
Many people--Mexico Cooks! included--believe that maestra Benedicta Alejo V?rgas is the finest traditional cook in the state of Michoac?n.? Here, maestra Benedicta explains some of the finer points of Morelia's Mercado San Juan to a Zirita taller (workshop) cooking class.? For Zirita workshops, maestra Benedicta wears typical Pur?pecha dress: elegant knife-pleated skirt, hand-embroidered lace apron, and a beautiful lacy blouse.? She has her rebozo (long rectangular shawl) folded on her head to keep her hands free and as protection from the sun.

Zirita Colores de la Cocina
A few colorful, traditional pots and ingredients in Taller Zirita's outdoor kitchen.? The ingredients include (from left) round, juicy Mexican limones (Key limes), dark green chiles serranos, bright red jitomates (Roma tomatoes), and just-picked green-and-gold flor de calabaza (squash blossoms).

This past May, Mexico Cooks! was honored to be part of the opening at Taller Zirita, Cynthia Mart?nez's incredibly beautiful cooking school in Morelia, Michoac?n.? At that time, we were pleased to show you photos of the exquisite environment of a Zirita cooking class.? I'm excited to report that I have now been part of two Zirita culinary workshops, both offered with maestra Benedicta at the helm.

Zirita Carolina con Ingredientes
The delightful and talented Carolina Salazar Valle is part of the culinary teaching team at Zirita.? In front of her on the counter, you see the printed recipes given to each attendee, as well ingredients for a few of the dishes that are her part of the day's workshop.

Our list of recipes for each of the days I participated at Zirita included this menu:

  • chiles rellenos de uchepos (Poblano chiles stuffed with sweet corn tamales)
  • corundas (traditional dried corn tamales with swiss chard and carrots)
  • chorizo de Huetamo con salsa de mango (Huetamo-style spicy sausage with mango sauce)
  • col de ?rbol dos maneras (wild cabbage prepared two ways)
  • mole de queso de Benedicta (Benedicta's cheese mole)
  • paquesos (sweets for dessert made of ground wheat and piloncillo [Mexican brown sugar cones])

Our workshop group, divided in two parts, prepared all of these traditional Michoac?n delicacies and then enjoyed platefuls of everything we had prepared as our marvelous comida (main meal of the day).

Zirita Benedicta Amasando Corundas
Maestra Benedicta showed our group how to knead the masa (corn dough) we used to prepare corundas.? The masa is kneaded with grated, aged Cotija cheese, salt, shredded fresh acelgas (Swiss chard), and finely diced fresh carrots.? She said, "Watch and listen.? The masa will speak to you when it's ready to use."? She was right: when she had kneaded the masa enough, it began to squeak as it pulled away from the bottom of the batea (wooden bowl).? We carefully cleaned both sides of long corn leaves (right side of photo), used to wrap the corundas.? Maestra Benedicta told us that there were two different sides to a corn plant's leaf: one side is smooth, the other is fuzzy.? The balls of masa that are transformed by steam into corundas are placed on the smooth side.

Zirita Benedicta Wraps a Corunda
Maestra Benedicta wraps a ball of masa into the corn leaf.? Each corunda can have three, five, or seven picos (points) which are formed by the way the corn leaf is wrapped.? It's rare to see a corunda with seven picos, but maestra Benedicta has the necessary wrapping skill.

Zirita Corundas in the Olla
The corundas are stacked in their clay pot to steam.? The lid will be a clay bowl that fits snugly into the pot opening.? Maestra Benedicta does not use a vaporera (steam pot).? Instead, she places a bundle of very small pine branches at the bottom of this clay pot, then a cushioning layer of the leftover ribs ripped lengthwise from the center of each of the corn leaves, then the water for steaming, then the corundas.? Nothing goes to waste in her kitchen: everything has a use.

Zirita Corundas on the Plate
Fluffy, hot-out-of-the-pot and freshly unwrapped corundas con acelgas y zanahorias, served with a molcajete-made sauce.? The molcajete is a three-legged volcanic stone mortar which is used with its own volcanic stone tejolote (pestle).

Zirita Chorizo con Mango y Chile 2
While the corundas steamed in their clay pot, Carolina taught us to make chorizo de Huetamo con salsa de mango.? We ate this dish spooned onto crisp corn tostadas for a simple, spicy, and delicious appetizer.

Zirita Col de ?rbol en el Fuego
One group of students prepared col de ?rbol two different ways, cooked (in this photo the potful has just been put on the fire) and as a raw salad with vinegar and crumbled cheese.? Both preparations were magnificent.

Zirita Paranguas
One of maestra Benedicta's daughters minds the cooking fire; her own daughter is at her side.? Many traditional Pur?pecha cooks continue to cook outdoors over a fragrant wood fire.? Special long stones form the parangua (sacred cooking area); smaller stones form the fog?n (support for the pot).?

Zirita Imelda Moliendo
A Pur?pecha girl is never too young to learn ancient techniques: maestra Benedicta's two-year-old granddaughter Imelda has her own miniature metate y mano (grinding stone and rolling pin made of volcanic rock) and is learning to grind corn for masa by watching and imitating her grandmother and her mother.? Maestra Benedicta learned these same techniques from her grandmother.? The Pur?pecha kitchen has always been taught by oral tradition, recipes and techniques passing from grandmother to daughters and from a mother to her own daughters.

Zirita Periodistas 27-9-12
Our class on September 27, 2012, was made up of 17 professional journalists from all over the world.? They were visiting Morelia for the 2012 Feria Internacional de Turismo Cultural.

Zirita Masaya Arakawa con Elote
Professor Masaya Arakawa was visiting from Takarazuka City, Hyogo, Japan, to learn more about Michoac?n cuisine.? He joined our class on September 13, 2012.?

Zirita Chiles Rellenos con Uchepos 2
A chile relleno con uchepo--a roasted and peeled chile poblano, stuffed with diced leftover and toasted uchepos (sweet corn tamales) mixed with toasted almonds, raisins, and crema de mesa (Mexican table cream).? To drink?? Mezcal, artisan-made in Michoac?n!

Zirita Mole de Queso de Benedicta
Maestra Benedicta's award-winning mole de queso, ready to serve.? This mole is made with Cotija cheese and has a sharp, pleasant taste.

Zirita Paquesos 1
Paquesos for dessert: marble-size balls made of ground toasted wheat berries, piloncillo (Mexican brown sugar cones), canela (Mexican cinnamon), and a little water.? We made the balls and then rolled them in a little reserved ground wheat.

Zirita Benedicta en Rayo de Sol
Maestra Benedicta toasts chile negro on the comal (in this case, a large clay griddle).

Saveur Magazine's Issue 149 is devoted entirely to Mexico's enormous array of food and drink.? On page 80 of that issue, the editors write about Zirita Culinary Experiences: "Restaurateur Cynthia Mart?nez has created a shrine to the cuisine of small-town Michoac?n.? In outdoor kitchens over woodburning stoves, visitors learn to grind corn on a metate, press tortillas, and cook them on a comal, guided by practiced home cooks."? One of a mere handful of Saveur-recommended cooking schools in Mexico, Zirita will give you a taste of everything you love about Mexico's cooking: its heart, its soul, and its deep, ancient flavors.? Reserve your spot now for an upcoming class.? There's nothing remotely like it anywhere else!

Amazon Kindle Fire Sales After iPad Mini - Business Insider

Amazon has another chest-thumping, but detail free, proclamation about Kindle sales.

It tells All Things D, "Wednesday was the $199 Kindle Fire HD?s biggest day of sales since launch and up 3x week over week."

Apple announced the iPad mini on Tuesday, so the clear suggestion is that people waited to see what Apple was releasing. Once they saw it, they opted for Amazon's less expensive option.

With Amazon, though, we really have no idea what that statement means. It doesn't provide any details on Kindle unit sales. For all we know, the company sold 200 Kindle Fire HDs on Wednesday.

WWE(R) Studios and ABC Family Capture the Holidays with ...

WWE(R) STUDIOS AND ABC FAMILY CAPTURE THE HOLIDAYS WITH "CHRISTMAS BOUNTY"

WWE SUPERSTAR, THE MIZ, WILL STAR IN A LEAD ROLE

STAMFORD, Conn., October 26, 2012 - WWE Studios (NYSE:WWE) and ABC Family today announced that WWE Studios and ABC Family are developing an upcoming television movie, Christmas Bounty, for a 2013 world premiere during ABC Family's popular "25 Days of Christmas" programming event. WWE Superstar, The Miz, is attached to star in a lead role.

Christmas Bounty is an action-filled comedy about a former bounty hunter turned elementary schoolteacher. Determined to have a normal life and keep her bounty hunter past a secret, she reluctantly returns home for Christmas to help save the family business by catching the one bounty that got away. But when her fianc? follows her home for the holiday, she struggles to hide her wild family business and a bounty hunter ex-boyfriend she thought she'd left behind. Written by Andrew Black & Vivian Lee, and James Berg & Stan Zimmerman, the movie is scheduled to go into production in early 2013.

"We are so pleased to partner with a tremendous network like ABC Family," said Michael Luisi, President, WWE Studios. "25 Days of Christmas is one of the biggest cable programming events of the year and is the perfect release platform for this engaging holiday title."

"ABC Family is the destination for holiday programming and is known for great original holiday movies. We're thrilled to partner with WWE Studios and bring WWE's passionate fan base to ABC Family and our wonderful 25 Days of Christmas programming event with such a fun movie," added Kate Juergens, Executive Vice President, Original Series Programming and Development, ABC Family.

The Miz has been a devoted WWE fan his whole life, and most recently starred in WWE's film "The Marine 3: Homefront." MTV's Real World alum Mike "The Miz" Mizanin competed on the fourth season of WWE's reality show Tough Enough in hopes of winning a contract to become a WWE Superstar. After finishing as the runner-up, The Miz didn't give up on his dream and continued to train once the show concluded. Now, his hard work is being rewarded as the reality TV Star with the frat boy looks, sophomoric humor and explosive intensity is living out his dream at the top of the WWE roster.

Bradley Buchanan, Vice President of Business and Legal Affairs, negotiated on behalf of WWE Studios.

Tent City hunkers down for chilly weather - KCBD NewsChannel 11 ...

LUBBOCK, TX (KCBD) -

As the temperatures continue to drop and the last signs of summer fade, Tent City is preparing to keep their residents safe.

Jeremy Nelson has lived in Tent City for almost two months. He says, the staff there is giving them everything they need to survive.

"Honestly, I like the cold. You can always put another layer on. It's a lot better than I expected. I thought I would have to bring my own tent. Everyone gets their own tent," Nelson said.

Frank Morrison is the president of Link Ministries. They operate Tent City complete on their own.

"The Army issue?tents we have are good against the weather and they keep the wind out," Morrison said.

Each resident is also issued a sub zero sleeping bag, that keeps out the frigid temps. Some residents admit the sleeping bags are even too warm at times.

"We have sub zero sleeping bags too. Obviously whenever cold weather hits they're concerned just like anybody, but they know we have the supplies," Morrison said.

Nelson says he couldn't be more thankful for the outreach Link Ministries has.

"I'd like to thank these people. Everybody comes in to that struggle so to know you're safe and warm is nice," Nelson said.

He says Tent Ministries is like a big family and that everyone there has each others back.

"The more unified we are, the less we have to worry about. We look out for each other," Nelson said.

That's exactly what Link Ministries is hoping to provide, a place for people to recover and rebuild.

"The residents are well taken care of and we're going to provide the things they need so they can get back to society," Nelson said.

China's Next Military Leadership Takes Shape

This morning?s news reports indicate that a large portion of the Central Military Commission (CMC), the entity that actually manages and oversees China?s multimillion-man military, is now in place. When the Chinese Communist Party (CCP) 18th Party Congress convenes two days after the U.S. election, the top Chinese leadership will undergo a wholesale change, as Hu Jintao and Wen Jiabao give way to Xi Jinping and the ?fifth generation? of new, senior Chinese leaders. This transition will extend to the Chinese military leadership, which will turn over at the same time.

While the entire CMC leadership has not yet been revealed, certain things are already becoming clear. In the first place, the three officers who are not retiring will not be left in place. Thus, Chang Wanquan (General Armaments Department), Wu Shengli (PLA Navy), and Xu Qiliang (PLA Air Force) are all likely to be promoted, presumably with two to CMC vice chairmanships and one to the position of defense minister.

In addition, when we examine what has been announced, it is clear that the General Departments will remain in the hands of the ground forces. This is because the General Departments not only oversee the entire People?s Liberation Army (PLA) but are also specifically charged with managing the ground forces. Thus, despite all the efforts at increasing jointness, the organization of the PLA continues to limit the potential for navy, air force, or second artillery officers to become heads of the General Departments.

Should Wu or Xu rise to the vice chairmanship, however (and even more if they both do), it will be a signal of the ongoing emphasis on jointness and perhaps a reorganization of the senior PLA leadership in the coming 10 years, such as the creation of a ground force staff.

It is also noteworthy that the newly announced political commissar for the PLA Air Force is switching places with his counterpart from the Chengdu Military Region (MR). This suggests, on the one hand, that the Chengdu MR (which includes Bo Xilai?s stronghold of Chongqing) is receiving high-level attention but the current officers there are not all necessarily tainted by association.

Similarly, it is intriguing that the new head of the General Political Department, the military?s top political commissar, is coming from the Guangzhou MR, which includes Guangdong province, which is commonly associated with reform.

Finally, it is perhaps worth noting that the heads of the four General Departments are all drawn from coastal MRs. It is not clear whether this reflects a lesser importance accorded the Lanzhou and Chengdu MRs, which border Russia and India (respectively), but it does suggest a likely continued emphasis on anti-access/area denial operations and concerns with maritime disputes with China?s various neighbors.
