(AP) ? Lindsay Lohan briefly appeared in court Wednesday for the first time in nearly a year and left with a new attorney, new trial date and new judge.

Superior Court Judge Stephanie Sautner shook her head when she saw Lohan seated with her attorney, just months after the judge had warned the "Liz and Dick" star to grow up and stay out of trouble.

The actress was required to attend the pretrial hearing involving three misdemeanor counts filed after a car crash last summer. Lohan has pleaded not guilty to lying to police, reckless driving and obstructing officers from performing their duties.

Sautner previously sent her to jail, placed her under house arrest and forced her to perform morgue cleanup duty in another case.

Sautner warned Lohan on Wednesday that she could face jail time for a possible probation violation, even if she is acquitted of the counts filed after her sports car crashed into a dump truck.

Lohan was on probation at the time of the wreck and could be sentenced to 245 days in jail if a judge determines her actions in the crash were a violation of her sentence in a theft case.

Sautner, however, won't be handling Lohan's upcoming case. The judge said she is retiring before the next court hearing on March 1. Lohan will not be required to attend that hearing.

Lohan's new trial date is March 18.

Lohan was accompanied to court by her new attorney, Mark Heller, who said he wanted to get the case resolved as quickly as possible.

The judge quipped that it would only solve her legal trouble "on this coast" ? a reference to her two arrests in New York since being released from supervised probation in Los Angeles in March. No charges have been filed in those cases.

Heller, a New York attorney, was granted permission to handle Lohan's California cases. He said he was meeting with prosecutors to determine how to proceed.

Sautner gave him more time by delaying the trial but said, "This is not the most complex case we've ever seen."

Lohan appeared in court in a black dress. She spoke only briefly to confirm that she was switching attorneys and no longer wanted her longtime lawyer, Shawn Holley, to represent her.

UN Seeks Major Aid Boost for Syrian 'Catastrophe'

International aid officials are framing their latest gathering on Syria's humanitarian crises in terms not seen in the region since the height of the Iraq war: Refugee numbers possibly swelling toward 1 million, more than double that number in need of help inside the country and political policymaking among Bashar Assad's foes torn between the battlefield strategies and the civilian costs.

The urgency for a dramatic increase in international relief funds for Syria ? seeking total pledges of $1.5 billion ? will be the central message Wednesday in Kuwait from U.N. Secretary-General Ban Ki-moon and other leaders such as Jordan's King Abdullah II, whose nation is struggling with more than 320,000 refugees and more arriving every day.

The meeting also seeks to reorient some of the political calculations among Western nations and allies supporting the Syrian rebels. With the civil war nearing its two-year mark and no end in sight, U.N. officials and others are pressing governments to recognize the potential long-term humanitarian burdens and spread resources and support to both the Syrian opposition and the millions of people caught in the conflict.

"The crisis is not easing on any front," said Jens Laerke, a spokesman for the U.N. office in charge of coordinating humanitarian affairs. "It's relentless."

The venue in Kuwait also highlights the increasingly high-profile role of Persian Gulf nations in Syria's civil war.

The Gulf states, led by Qatar and Saudi Arabia, have been key backers of the political opposition against Assad and have urged for stepped up arms shipments to rebel fighters ? a call that has met resistance from the U.S. and Western allies fearing that heavy weapons could reach Islamist militant factions that have joined the rebellion.

Now, the wealthy Gulf nations may come under direct calls to significantly boost contributions for U.N.-led humanitarian efforts in addition to their own pledges, including $100 million promised by Saudi Arabia in December for Syrian relief and $5 million from the United Arab Emirates this month for the refugees in Jordan.

Representatives from more than 60 nations are expected at the one-day conference, possibly including envoys from Assad's main allies Iran and Russia. They are unlikely to be put under specific diplomatic pressures, but could face uncomfortable descriptions of civilian deaths in a nearly 2-year-old civil war that the U.N. says has claimed more than 60,000 lives.

Last week at the World Economic Forum in Davos, Switzerland, Turkey's Foreign Minister Ahmet Davutoglu said Syria's bombardment of citizens should be declared a war crime and aid groups must be given greater access to help displaced or suffering people inside the country. Relief groups, however, have struggled in Syria because of shifting front lines and risks of kidnapping or convoys commandeered. The U.N. also has pulled back some staff in Damascus as fighting intensified in the capital.

Also in Davos, the U.N.'s humanitarian chief, Valerie Amos, called the Syrian humanitarian situation "already catastrophic."

"What we are seeing now are the consequences of the failure of the international community to unite to resolve the crisis," she said before heading to Damascus for a two-day visit that included talks with Syrian officials.

While the Kuwait meeting is certain to showcase the strong international coalition against Assad's regime, it also will underscore the shortfall in nailing down funds for humanitarian relief.

Laerke said the U.N. has in hand less than 4 percent of $519 million sought for aid inside Syria. Nearly $1 billion more in emergency money is now needed for the refugee influx into neighboring nations. U.N. officials say more than 21,000 Syrian refugees have arrived at Jordan's sole refugee camp in just the past week.

"This is the just the six-month price tag," he said. "This just gets us through the middle of year."

On the eve of the Kuwait meeting, President Barack Obama authorized an additional $155 million in humanitarian aid for the Syrian people as his administration grapples for a way to stem the violence there without direct U.S. military involvement.

The fresh funding brings the total U.S. humanitarian aid to Syria over two years to $365 million, according to the White House. Officials said the money was being used to immunize one million Syrian children, purchase winter supplies for a half million people, and to help alleviate food shortages.

"The relief we send doesn't say 'Made in America,' but make no mistake ? our aid reflects the commitment of the American people," Obama said in a video announcing the addition funding, which was posted on the White House website.

The European Union also promised another 100 million euros ($134 million) for Syrian relief aid, said the EU humanitarian aid commissioner, Kristalina Georgieva, in Brussels.

"They seem to be taking the appeals more seriously now when the conflict appears to be taking the shape of a crisis that will last for some time," said Ayham Kamel, a Middle East analyst at the Eurasia Group in London. "Most expected the Assad regime would be toppled by now, ending the crisis. In reality, however, the Assad regime is still there and the international community has no alternative but to face the crisis and managing refugees costs money."

The U.N. estimates more than 700,000 Syrian refugees have fled to surrounding countries ? mostly Jordan and Turkey, but others to Lebanon and smaller numbers to Iraq. At least 2 million people inside Syria have been uprooted or face shortages of food or medicine.

Laerke said the refugee figures could push toward 1 million later this year if the current exodus remains. That could reach about half the refugee figure for Iraq in the years after the 2003 U.S.-led invasion.

Amos, the U.N. humanitarian chief, said she hoped the Kuwait conference will bring "a wider range" aid donors than previous appeals that brought mostly Western pledges. She also is likely to stress the desperation of many in the cold months.

In Beirut on Monday, she described visiting a shelter in Damascus where many children were sick or had respiratory problems because of lack of heating fuel.

"It is so cold right now, health care is really important," she said.

In Jordan, about two dozen refugees moved into a school built by aid funds from Bahrain after their tents in the main camp were blown over by wind or flooded. The school is set to reopen next week.

"They haven't given us heaters, tents or trailers," said Abu Mohamed, a 35-year-old businessman who fled Damascus with his family. "Rain is forecast again. Doctors tell us at the camp hospital that our children are sick from the cold."

Hidden Antarctic lake shows signs of life

The first signs of potentially exotic life have been spotted in a sample of water drawn from Antarctica's hidden Lake Whillans, a half-mile beneath the surface, according to reports from the scene.

The telltale green glow of cells stained with a DNA-sensitive dye could be seen when water from the lake was put under the microscope on Monday, Discover Magazine's Crux blog reported. "It was the first evidence of life in an Antarctic subglacial lake," science journalist Douglas Fox reported for The Crux. Fox is an embedded journalist reporting from Lake Whillans under the auspices of a National Science Foundation program.


The U.S. scientists in charge of the project to drill into Lake Whillans ??known as the Whillans Ice Stream Subglacial Access Research Drilling, or WISSARD ??will be more circumspect: They'll have to demonstrate that the green-glowing cells are truly alive and capable of growing in culture. They'll also have to conduct tests to make sure that the microbes are indigenous to the lake, rather than the result of contamination from the drilling operation.

Last year, Russian scientists analyzed water from Lake Vostok, an even deeper and bigger subglacial lake beneath Antarctica's Vostok Station, but the only microbes they found in the sample were surface-dwelling species that may have come from contaminated drilling chemicals rather than the lake itself.

During the current Antarctic research season, the Russians resumed their drilling at Vostok. They said earlier this month that they had reached transparent lake ice at a depth of 3.4 kilometers (2.1 miles). Since then, they've reported retrieving "fresh frozen" ice cores from slightly deeper levels.

The Russian and U.S. teams are drilling into the lakes in hopes of finding evidence of life forms that could have been living in the dark for hundreds of thousands of years, or even millions of years. Theoretically, such organisms could live off the minerals in deep-buried rock, plus oxygen dissolved in the lake water.

The Whillans Ice Stream is a glacial river that pushes ice from the West Antarctic Ice Sheet into the Ross Ice Shelf. Lake Whillans lies about 800 meters (0.5 miles) beneath the ice, less than 400 miles (640 kilometers) from the South Pole. Just this past weekend, the WISSARD team reported that their borehole connected with the lake after several days of drilling.?

Fox quoted scientists?as saying that Lake Whillans is just 5 to 6 feet (1.5 to 2 meters) deep, as opposed to the 20 to 30 feet (6 to 9 meters) that was expected. The first water samples that were brought up contained the fossils of dead diatoms?? tiny marine creatures that are thought to have been pushed down into the lake from West Antarctica's rocks millions of years ago.

The study of Lake Whillans and other subglacial lakes should shed light on Antarctica's climate history, as well as the long-term interaction between the continent's ice and the water and rocks that lie beneath. The discovery of novel life forms could open up an entirely new frontier for biologists. And even if the organisms in Antarctica's hidden lakes aren't unusual, the drilling operations could set the stage for future missions to the ice-covered moons of Jupiter and Saturn, where similarly challenging conditions for subsurface life are thought to exist.

Cities affect temperatures for thousands of miles

Jan. 27, 2013 ? Even if you live more than 1,000 miles from the nearest large city, it could be affecting your weather.

In a new study that shows the extent to which human activities are influencing the atmosphere, scientists have concluded that the heat generated by everyday activities in metropolitan areas alters the character of the jet stream and other major atmospheric systems. This affects temperatures across thousands of miles, significantly warming some areas and cooling others, according to the study this week in Nature Climate Change.

The extra "waste heat" generated from buildings, cars, and other sources in major Northern Hemisphere urban areas causes winter warming across large areas of northern North America and northern Asia. Temperatures in some remote areas increase by as much as 1 degree Celsius (1.8 degrees Fahrenheit), according to the research by scientists at the Scripps Institution of Oceanography; University of California, San Diego; Florida State University; and the National Center for Atmospheric Research.

At the same time, the changes to atmospheric circulation caused by the waste heat cool areas of Europe by as much as 1 degree C (1.8 degrees F), with much of the temperature decrease occurring in the fall.

The net effect on global mean temperatures is nearly negligible -- an average increase worldwide of just 0.01 degrees C (about 0.02 degrees F). This is because the total human-produced waste heat is only about 0.3 percent of the heat transported across higher latitudes by atmospheric and oceanic circulations.

However, the noticeable impact on regional temperatures may explain why some regions are experiencing more winter warming than projected by climate computer models, the researchers conclude. They suggest that models be adjusted to take the influence of waste heat into account.

"The burning of fossil fuel not only emits greenhouse gases but also directly affects temperatures because of heat that escapes from sources like buildings and cars," says NCAR scientist Aixue Hu, a co-author of the study. "Although much of this waste heat is concentrated in large cities, it can change atmospheric patterns in a way that raises or lowers temperatures across considerable distances."

Distinct from urban heat island effect

The researchers stressed that the effect of waste heat is distinct from the so-called urban heat island effect. Such islands are mainly a function of the heat collected and re-radiated by pavement, buildings, and other urban features, whereas the new study examines the heat produced directly through transportation, heating and cooling units, and other activities.

The study, "Energy consumption and the unexplained winter warming over northern Asia and North America," appeared online January 27. It was funded by the National Science Foundation, NCAR's sponsor, as well as the Department of Energy and the National Oceanic and Atmospheric Administration.

Hu, along with lead author Guang Zhang of Scripps and Ming Cai of Florida State University, analyzed the energy consumption -- from heating buildings to powering vehicles -- that generates waste heat release. The world's total energy consumption in 2006 was equivalent to a constant-use rate of 16 terawatts (1 terawatt, or TW, equals 1 trillion watts). Of that, an average rate of 6.7 TW was consumed in 86 metropolitan areas in the Northern Hemisphere.

Using a computer model of the atmosphere, the authors found that the influence of this waste heat can widen the jet stream.

"What we found is that energy use from multiple urban areas collectively can warm the atmosphere remotely, thousands of miles away from the energy consumption regions," Zhang says. "This is accomplished through atmospheric circulation change."

The release of waste heat is different from energy that is naturally distributed in the atmosphere, the researchers noted. The largest source of heat, solar energy, warms Earth's surface and atmospheric circulations redistribute that energy from one region to another. Human energy consumption distributes energy that had lain dormant and sequestered for millions of years, mostly in the form of oil or coal.

Though the amount of human-generated energy is a small portion of that transported by nature, it is highly concentrated in urban areas. In the Northern Hemisphere, many of those urban areas lie directly under major atmospheric troughs and jet streams.

"The world's most populated and energy-intensive metropolitan areas are along the east and west coasts of the North American and Eurasian continents, underneath the most prominent atmospheric circulation troughs and ridges," Cai says. "The release of this concentrated waste energy causes the noticeable interruption to the normal atmospheric circulation systems above, leading to remote surface temperature changes far away from the regions where waste heat is generated."

Engineers say that Kolkata?s landmark Howrah bridge is in danger because gutkha chewing tobacco spit is corroding its pillars. Now activists are trying to ban the acidic tobacco.

It was first reported in 2010 that the pillars of Kolkata?s landmark Howrah bridge were being used as spittoons by pedestrians who chewed gutkha?? a tobacco product popular with millions in India.

Engineers who surveyed the cantilever structure then reported that the struts supporting the girders of the bridge had already lost half of their metal casing: The corrosion was apparently caused by acids in the gutkha.

Soon the Lions Club of Howrah launched a ?Save Howrah Bridge from Spit? campaign urging people not to spit on the bridge. ?

The campaign spread across the city of Kolkata, where reddish-brown gutkha stains are visible almost everywhere ? pavements, streets, office staircases, business houses, and residential complexes. Prominent citizens of Kolkata joined the campaign in an effort to rid the city of the ugly stains.

Gutkha is a commercially produced pre-packaged mixture of crushed betel nut, tobacco, lime, paraffin, and other ?secret? ingredients, many of which are carcinogenic and addictive.

Some brands of gutkha also contain lead, arsenic, chromium, nickel, and cadmium, which are as bad as nicotine. To make its shelf life longer, magnesium carbonate ? which is used in fire extinguishers and is a known carcinogen ? is also added to gutkha.

Activists reported about a year ago that one-third of men and one-fifth of women across India are addicted to chewing tobacco and gutkha was its most popular form.

Because of its candy-like flavor and dirt-cheap prices ? 4 to 6 cents per sachet ? gutkha has become increasingly popular among children, who chew and even eat it. An estimated 5 million of India?s children are addicted to gutkha, and every day another 5,000 try it for the first time, according to reports last year by the American Cancer Society.

Research indicates that tobacco kills 1 million Indians annually and that gutkha alone leads to 80,000 cases of oral cancer every year ? the highest incidence in the world. In recent years an anti-gutkha campaign has picked up steam across the country with several nongovernment organizations lobbying for a ban on gutkha.

In August 2011, India?s Food Safety and Standard Authority issued a regulation declaring that no foodstuff, including gutkha, could contain tobacco. Last year some states began following the order by banning gutkha.

With Andhra Pradesh and Odisha states having banned it earlier this month, the manufacture and sale of the product has now been prohibited in 17 of India?s 28 states and 3 of the 7 union territories (UTs), including New Delhi. However, reports in many local newspapers suggest that gutkha?is being smuggled from other regions and is still being sold in many states.

Kolkata-based anti-gutkha campaigner Sekharesh Ghoshal said that states and union territories should cooperate and ban the tobacco in the national interest.

?Sachets of gutkha display a warning that it?s dangerous for health. Yet gutkha users do not pay any attention to such health risks and keep on chewing it,? says Dr. Ghoshal.

?Unless gutkha is banned and actually made unavailable in the market, you cannot stop people from using it. A ban only in parts of the country is of no help.?

But in many states the gutkha companies are fighting the ban by taking the local government to court.

They argue that gutkha is a tobacco product that cannot be classified as a foodstuff, and therefore cannot be banned. Still, courts in most states have upheld the ban.

Bela Naskar, the mother of two child addicts in a slum in Kolkata, says she vehemently supports a ban on gutkha.

?My 10- and 13-year-old sons have been into gutkha for some years. They take several sachets of it every day. It?s bad for their health. But they don?t listen to my warnings.?

?We really need a ban on gutkha in our state,? Ms. Naskar says. ?Otherwise I shall not be able to rid my children from this dangerous addiction.??

Arts groups use personal sponsorships to build bridges - KansasCity ...

Art needs money and money needs art.

Money allows the arts to flourish. Art allows wealth to be a positive cultural force.

It?s a relationship you can trace to, well, to the invention of money itself.

The Nelson-Atkins Museum of Art, for example, has ancient funereal statuary and monumental sculptures that are thousands of years old. And it?s a safe bet that they were underwritten by someone with access to large numbers of Babylonian shekels, Greek drachmas or Roman sesterces.

Performing arts organizations in Kansas City are largely funded by our local equivalent of the Medici banking dynasty of Renaissance Italy ? foundations, corporations and wealthy private donors ? but there?s another option available to people with means and an urge to help the arts: personal sponsorships.

Open a program for the Lyric Opera of Kansas City or Kansas City Repertory Theatre and you?ll see that many of the actors, singers and perhaps even directors and designers have been sponsored by individuals. Often the sponsors are on the organization?s board, but not always. It?s a way for donors and artists to rub elbows, enjoy some private time with performers and get to know one another as human beings over lunch or dinner.

Denyce Graves, an internationally famed mezzo-soprano, will make her Kansas City debut in April when she appears in the Lyric Opera?s production of ?The Mikado.? But without personal sponsorships, neither she nor bass-baritone Dale Travis, who will play the title role, might be appearing at the Lyric.

Deborah Sandler, the Lyric?s new general director and CEO, said she actively pursued Graves but wasn?t sure she could meet the opera star?s fee. Sandler found a way to get her to Kansas City.

?I came here and I inherited a budget and not everything was cast and the role of Katisha was not cast,? Sandler said of plans for staging ?The Mikado.? ?So I negotiated with her agent, and we were still a little bit apart. And I wondered: What else could she do that would have a great impact on the company and the community that would allow me to go to a donor??

Sandler turned to attorney Jon Gray, a member of the Lyric board?s executive committee. Gray said he?d help sponsor Graves if she could do something substantial for young people in the community.

So Sandler decided to ask the singer to make a commitment beyond her performance. Graves agreed to conduct a master class for the company?s apprentices as well as Frost Honors Artists ? high school students showing vocal promise ? and observers from the Musical Bridges program at the University of Missouri-Kansas City?s conservatory. The program provides musical instruction to talented at-risk students in the Kansas City area.

?So that?s pretty much a win-win,? Sandler said.

Gray and his wife, Valerie Chow (who serves on the Youth Symphony board), had previously sponsored an out-of-town actor in Kansas City Rep?s production of ?Broke-ology,? and they have thrown cast parties in their home. Gray had a special interest in sponsoring Graves because she, like Graves, is African-American.

?If I want an opportunity to see people of color performing at the highest level, I need to do more than buy a ticket,? Gray said.

Chow helped found Musical Bridges, and Gray said he wanted to include kids from the program.

?We mentioned some things we hoped for in respect to Ms. Graves,? Gray said. ?We hope to meet her. But one of the things we asked for was for the Musical Bridges students to have the opportunity to, if not participate in a master class, at least be in the room to watch it.?

The Lyric?s annual budget is about $6.4 million, and sponsorships help the organization buttress the bottom line. Sandler said an individual sponsor could contribute $5,000 to $25,000 for one artist and could spend as much as $75,000 to underwrite more than one artist. Artists have been sponsored by private donors at the Lyric for at least five years.

Sandler said the money helps but it has a greater value. It?s a way to enrich relationships between the organization and its supporters.

?They are people who already have a relationship with the company, but this gives them an opportunity to forge a deeper relationship,? she said. ?And from our perspective it sometimes makes the difference between having a particular singer here or not having them.?

And if there were no sponsors?

?We?re in the business of producing opera,? Sandler said. ?It?s not that absent the sponsorships we wouldn?t do the opera. Of course we?re going to do the opera. But the more money we can raise, the higher production values the production will have.?

At Kansas City Rep, which has a budget of about $7.5 million, sponsorships for artists and others involved in the first show of the current season, ?Pippin,? came to $27,000, according to former managing director Cynthia Rider, now with the Oregon Shakespeare Festival. That helps the bottom line a little, but an individual sponsorship doesn?t cover the total cost of hiring a single actor or director.

?I think there are two primary benefits,? Rider said. ?One is that it really connects philanthropy with the artists and that in turn leads to greater stability and financial support for the Rep. The other is really supporting the artists in a personal way. It?s one of the ways we can make the Rep a place for artists to do their best work.?

Eric Rosen, the Rep?s artistic director, said the sponsorships began in a small way about four years ago as part of a company plan. They?ve grown since then.

?When I got here it was a very disconnected world between the people who gave us money and those who made it work,? Rosen said. ?It?s much better than I thought it would be. We thought we?d do it for one show and see how it went. And now it?s a major board strategy.?

Rosen, like Sandler, said one of the benefits of the sponsorship program was creating a positive experience for the visiting artists, who will then spread the word about the Rep and the Lyric to their colleagues in New York and around the world.

?It sounds like a small thing, but it?s in our strategic plan, the goal of making this a more exciting experience for all of our artists, so it becomes their top choice in the future,? Rosen said.

In almost every case there?s a social event in which sponsors and artists meet face-to-face. A leisurely lunch, a late dinner, a reception at someone?s home or a visit to a Kansas City barbecue joint are all in the mix.

Elizabeth Caballero, a soprano who played the title role in the Lyric Opera?s production of ?Madama Butterfly,? said the private time is a chance for sponsors to get a sense of who the artist really is.

?It?s always nice because you can meet them and thank them in person,? said Caballero, who was sponsored by Lyric board president Richard P. Bruening and his wife. ?They ask questions about how you got started. They just want to know who you are as a person more than as a singer. They get to know you more as an individual.?

Ann Baum and husband Kenneth sponsored the Kansas City Symphony?s opening weekend this season with featured guest violinist Vadim Gluzman. After the first performance the Baums dined with Gluzman and music director Michael Stern.

?In the case of the Symphony, the most fun aspect of it is we have an intimate dinner afterwards with Michael, with Gluzman, with some of the leaders within the Symphony family,? Ann Baum said. ?It?s an opportunity to really get to know people behind the scenes in a much more intimate way.?

She said a major sponsorship could yield another benefit: inspiring others in the community to follow suit.

?I think Kenny and I would support the Symphony anyway, but it is an opportunity to lead by example,? she said. ?We all know how much money it takes from the private community to support the orchestra.?

No matter which organization you consider, the dynamics are basically the same: A small universe of donors, supporters and subscribers embraces the organization. Social relationships between the artistic leadership and the donors are integral to fundraising. Baum, for example, described Stern as a personal friend. Bunni Copaken, a Rep board member, described Rosen as a friend and attended his wedding in upstate New York last year.

Frank Byrne, the Symphony?s executive director, said donors are regularly offered opportunities to sponsor concerts or specific artists.

?This is a very common structure to connect artists and donors,? Byrne said. ?For the people who have done this for the Symphony, I think they find it particularly rewarding.?? It?s part of creating that connection.?

Sponsorships are not exclusive to the major institutions in town. Just this season Quality Hill Playhouse, the intimate downtown theater that specializes in musical revues showcasing iconic American songwriters, began offering sponsorship opportunities. They include $5,000 to sponsor one performer for one show, $15,000 for an instrumentalist for the entire season and $30,000 to cover pianist and executive director J. Kent Barnhart for a season.

Managing director Rick Truman said all five performers in the company?s inaugural show this season were sponsored.

?It connects the sponsor to both the organization and the performer in a more special way than just that person attending or that person giving to the organization,? Truman said. ?It gives them a broader awareness of what?s involved. People have said to us before, ?Do they wear their own clothes?? ?Do you rehearse a couple of days and then do the show??

?I don?t know if anybody understands anybody else?s job, even in corporate America, but in theater there is a sense of, ?Oh, you just get up there and do it.? It?s nice for them to have an appreciation of what that person does, not just in this one show, but in general to keep themselves working artists.?

ATLANTA (AP) ? When Georgia Sen. Saxby Chambliss announced Friday that he wouldn't seek a third term in 2014, a race that already was likely to feature a contested Republican primary exploded into a free-for-all.

Several Republicans, including several congressmen, are eyeing the seat. The more crowded the field, the more likely the GOP race will pit mainstream conservatives against the hardliners who had grown disenchanted with Chambliss for working with Democrats to find common ground on budget and tax issues.

Democrats, meanwhile, hope for exactly that kind of Republican fracas. They view the 69-year-old Chambliss' decision as an opportunity to reverse the GOP's total domination in a state that once elected moderate Democratic governors such as Jimmy Carter.

"Regardless of what happens, it's going to be a 10-person race," said 11-term U.S. Rep. Jack Kingston of Augusta, who is now considering a bid. "I think you'll probably have a self-funder in there, and you can have a mad scramble."

Among Kingston's colleagues, other possible candidates include U.S. Reps. Paul Broun, Phil Gingrey and Tom Price. Former Gov. Sonny Perdue and former Secretary of State Karen Handel are also viewed as potential contenders.

"There's a lot of math going on today," said Bert Brantley, a Republican strategist and former Perdue aide. "It's a lot of phone calls with donors and strategists as people ask themselves, 'Can I make this work financially? Electorally?'"

Democrats declared Georgia as a prime target. U.S. Rep. John Barrow and Atlanta Mayor Kasim Reed are the most obvious choices for a state party with an otherwise thin bench.

"There are already several reports of the potential for a divisive primary that will push Republicans to the extreme right," said Guy Cecil, executive director of the Democratic Senatorial Campaign Committee. "Regardless, there's no question that the demographics of the state have changed, and Democrats are gaining strength. This will be a top priority."

Democrats' optimism runs in the face of recent trends. President Barack Obama ran stronger here than in other Deep South states, but still lost by 8 percentage points in 2012. But Republicans over the last decade have amassed near super-majorities in the legislature and now control every statewide elective office and most of the Peach State's congressional seats.

Chambliss was first elected to Congress in the 1994 Republican wave. He moved up to the U.S. Senate after defeating Democratic incumbent Max Cleland, a triple amputee from his Vietnam war service, in 2002. Chambliss was widely criticized for slashing campaign ads that featured Osama bin Laden and Saddam Hussein and that criticized Cleland as weak on defense and homeland security issues.

Chambliss revealed his decision not to seek re-election in a written statement Friday morning.

The senator drew the ire of hard-line conservatives over his participation in the "Gang of Six," a group of three Democrats and three Republicans that tried but failed to fashion a grand compromise on fiscal issues. One of those senators, Democrat Mark Warner of Virginia, praised Chambliss as a statesman on Friday.

Conservative angst resurfaced when Chambliss voted for the tax-and-debt compromise that Obama fashioned with congressional leaders over the New Year's holidays to avoid the fiscal cliff. The measure held taxes steady for the middle class but allowed them to rise at incomes over $400,000 for individuals and $450,000 for couples.

Broun and Price had already floated the possibility of challenging Chambliss in a GOP primary.

"I have no doubt that had I decided to be a candidate, I would have won re-election," Chambliss said in his statement. "Instead, this is about frustration, both at a lack of leadership from the White House and at the dearth of meaningful action from Congress, especially on issues that are the foundation of our nation's economic health."

National tea party leader and Georgia resident Amy Kremer celebrated Chambliss's departure. "Many people in the tea party movement here in Georgia felt Chambliss was tired and unwilling to fight the difficult battles to control government spending in Washington without increasing our nation's tax burden," she said.

Several Republicans acknowledged the potential of a divisive fight pitting tea party-aligned candidates ? someone like Broun or Gingrey ? against more establishment conservatives, like Kingston. Several Republicans said Price could appeal to both camps.

A Price spokeswoman said her boss "is speaking with a number of folks ... and listening to their observations and advice." Gingrey focused his remarks Friday on Chambliss. Broun's office did not respond to a request for comment.

A Handel spokesman declined comment. With the backing of Sarah Palin, Handel proved a formidable statewide candidate in her 2010 bid for governor, narrowly losing a Republican primary runoff to eventual winner Nathan Deal, a former congressman. A Deal spokesman said he plans to seek re-election in 2014.

Brantley, the Perdue confidant, said he had not talked with his former boss Friday about the race.

Republicans said Friday that the potential candidates will spend the next few weeks running a quiet campaign among donors and power players before making a decision.

Georgia Democratic Party Chairman Mike Berlon, meanwhile, said Democrats "want to get the right candidate and line up behind him or her in the next few weeks." Neither Barrow nor Reed tipped their hands.

In 2012, Barrow withstood a Republican redistricting plan to win another term as the last white Democrat representing a Deep South state in the U.S. House. Should he run for the Senate, he'd almost certainly hand the 12th District seat to the GOP.

Barrow benefited last fall from a nasty GOP primary that yielded a conservative candidate with little money, the kind of scenario Democrats would love to see repeated in a Senate race.

Berlon called Atlanta's Reed "a rising star who has the talent to play at the national level." Reed, a prominent campaign surrogate for the White House last fall, appears poised to coast to victory in his mayoral re-election bid this year.

Sen. Johnny Isakson, who will become Georgia's senior senator when Chambliss retires, deferred any talk of 2014. "Saxby has been my friend for 50 years, since we started at the University of Georgia," he said. "I'm going to miss my friend. ... I won't get into predicting elections. I've learned that Georgia voters usually make the right decision, so I'll leave it to them."

What is Risk Management? image risk management 300x198Risk management. It?s a term that gets mentioned a lot here on YIQ. But what does it actually mean? Knowing what risk management is and how it works are two different things. There are a set of processes a risk management specialist must go through in order to establish the risk to a particular business. We?ll be outlining what risk management is and how risk is identified, for all those who?ve ever wondered: what is risk management?

Identification

One of the first things a risk management specialist does is to establish context. The risk for a construction site is going to be different than the risk in a classroom, for example. Once context is established the risk evaluation process can be planned and the types of risk inherent in the sector being evaluated can be narrowed down. Once context has been established, specific risks can then be identified. The risk specialist must identify where potential problems may begin. Once the source of a potential problem is know it can then be assessed and planned for.

Assessment

When risks have been established, each risk must be assessed based upon its likelihood and potential severity. Asset valuation is also an important part of the assessment process as it influences the priority of each risk. The probability of certain events can be difficult to measure, as can the exact value of assets. As a result, a lot of risk management is based on educated estimates and whatever statistics are available. At the end of the assessment process the priority and potential impact of each risk should be decided.

Plan

After the risks have been assessed and the possibility of them happening has been accepted, a plan must be made to avoid them. This may mean installing an extra fire extinguisher on every floor of a building or a company improving their anti-virus software. The risk management process won?t rid a business of all risk, but it well get it to a manageable level.

Management

Once risk has been established and a plan has been made, it must be managed. Risk for a business is constantly evolving so it needs to be monitored on a regular basis. A resolution cannot be applied and then forgotten about. New risks will emerge and they will require assessment and a prevention plan of their own.

Risk management is a circular process. Once risk has been identified, assessed and planned for, the process continues and begins over again. Being prepared for the hazards that can befall a business is of great importance. It would be a shame to put a lot of work into risk management for one year only to sit back and then watch it all fall apart in the next.

AMD Expects Game Consoles to Account for Nearly 20% of ...

Advanced Micro Devices is on track to significantly boost percentage of revenue its gets from the embedded business. According to the company, in Q4 2013 it expects embedded products to account for 20% of revenue thanks to major design wins. While the company does not disclose details, it looks like those designs wins are next-generation game consoles from Microsoft Corp. and Sony Corp. Moreover, it appears that AMD is changing its game console business model.

?We have strong design wins for our embedded and semi-custom APUs. Initials products based on these APUs are expected to launch later this year, driving our embedded semi-custom business to more than 20% of our revenue mix by the fourth quarter,? said Rory Read, chief executive officer and president of AMD.

Last year embedded products ? including embedded accelerated processing units (APUs), embedded central processing units (CPUs), embedded chipsets and embedded graphics processing units (GPUs) ? accounted for roughly 5% of AMD?s revenue of around $5.42 billion, which was $271 million.

Embedded Business Targets Game Consoles

According to AMD, game consoles are an area of interest for the company; particularly, an area of interest for the embedded products group. Previously ? in case of graphics technologies integrated into Microsoft Xbox 360, Nintendo Wii and Nintendo Wii U ? game consoles were an area of interest of graphics products group. ATI Technologies and then AMD has never sold GPUs for game consoles, but received royalties for every single console and every game for the consoles that utilize its graphics tech (such royalty payments may account for $10 - $20 - $30 million a quarter, not hundreds of millions AMD wants to get from its embedded business). The royalties are recognized as a part of graphics products group revenue. Apparently, this is going to change.

When asked specifically about game consoles during the conference call, AMD?s Lisa Su, general manager of global business unit, who also oversees embedded business of the company, said that the firm had already received first payments for Nintendo Wii U and those were recognized as a part of graphics business revenue, but for some reasons also mentioned the embedded business unit and its revenue targets.

?On the gaming revenue, I think we talked about the Nintendo Wii U that was announced in the fourth quarter and that was part of the revenue that was reported in the graphics segment. In terms of going forward, what we said is the embedded in the semi-custom business will ramp over this period in 2013 and we are on track for that 20% revenue target by the fourth quarter,? said Ms. Su.

Based on the comments made by Lisa Su and the fact that the only viable game consoles scheduled to be unveiled this year are Microsoft Xbox Next, Sony PlayStation 4 ?Orbis?, it looks like AMD will not license its graphics and processing technologies to platform owners, but will sell semi-custom accelerated processing units to them.

Chips Instead of Licenses

Based on unofficial information, both next-generation consoles from Microsoft and Sony will utilize system-on-chips with up to eight Jaguar x86 cores and custom Radeon HD graphics engines. Considering that due to x86 license agreements with Intel AMD may have no rights to license x86 designs to any third company and has to build-in third-party IP into x86-based SoCs itself, there may be reasons why AMD is going to sell chips to console developers and not license technologies.

From many points of view, selling embedded custom APUs to Sony and Microsoft has a lot of advantages for AMD since it will naturally get more profit by selling chips than by getting license fees. On the other hand, the profit margin of such eAPUs will likely be very low. Moreover, AMD will have to handle all the manufacturing and logistics issues, which may not be too comfortable for a company with limited resources.

AMD did not officially confirm design wins with Microsoft and Sony or the changes in its relationship with console platform owners.

If they say they're going after 20%, it's realistic, and probably. That's not the question.

The real question is whether that 20% is purely from the increase in sales, or because the rest of their areas are shrinking as well. Also, how much profit are they making from that revenue?

I think they're a good investment, but there are always doubts, and questions. How you answer them depends on whether you agree with me on their investment attractiveness.

The console hardware has no profits for console makers (i.e., Sony and MS) because of the loss-leader strategy where the profits are made on the games/accessories. That doesn't mean AMD is a charity and will sell its chips for no profit to Sony/MS/Nintendo. It's not like PS4/720 will be plastered all over with AMD logos for advertising. AMD will obviously trying to make more money by selling chips directly rather than licensing the components. Since they won contracts for all three next gen consoles and those consoles might sell > 200 million units over the next 7-8 years, it's not unreasonable to expect 15-20% of AMD's revenue to come from these embedded chip/APU design wins.

Little profit for MS and Sony. That doesn't matter, AMD is getting paid for their chips.

Only SONY and MS make Zero profit off the consol's .. the Suppliers of the hardware on the other hand DO!

Its lucky for AMD for winning both consoles CPU as well as GPU supplier. The following are some of the advantages for AMD:

1. Good amount of revenue for AMD.

2. Since game developers prefers consoles over PC,each and every future games would be optimized for AMDs GPU and CPU.

3. Freedom form nVidia bloatware features embedded in games like PhysX,CUDA tech,3D vision etc because the game has to run flawlessly on consoles powered by AMD.

4. Lesser driver problems faced for AMD in PC because the game is originally designed to run optimally on Radeon GCN cores for consoles.

Ultimately better gaming experiences for we PC gamers...
